Shooter runs towards a group of people, around 75 feet, and shoots one in the head.

As the shooter runs off, a crowd follows. He trips and as people try to tackle him, he shoots 3 more people, on his way to surrender himself to the police.
Shooter has been identified (I've redacted it) and has a Totally Normal and Not Unhinged Facebook profile. 
The shooter approached the police and walked right past them while armed, coming from the direction of where his shots were just fired. With protestors yelling he just shot people. Kyle Rittenhouse, has a warrant for 1st degree murder and had fled the state.
