Rosenstein secretly took steps in ‘17 to narrow Mueller’s investigation, which prevented investigators from looking into whether the president’s personal & financial links to Russia posed a national security threat.

Rosenstein never told the FBI about his decision to narrow the Special Counsel’s mandate, leaving the FBI with the impression that Mueller would take on the investigation into the president as part of his investigation, thereby curtailing the FBI’s counterintelligence probe. 
Installing Mueller, Rosenstein publicly ordered him to examine “any links and/or coordination between the Russian government” & Trump campaign. But privately he instructed Mueller to look only into whether anyone broke the law in connection w/ Russia’s 2016 election interference.
Simply investigating crimes was a mismatched approach for a national security threat. “It was first & foremost a counterintelligence case. Could the president be maintaining an inappropriate relationship with our most significant adversary in the world?”
Trump has sought to build in Moscow for decades. Eric once said they relied on Russia for “all the funding we need”. Don Jr. said “Russians make up a pretty disproportionate cross-section of a lot of our assets.”
The Senate report this month revealed Trump’s potentially compromising encounters with women in Moscow in 1996 & 2013.
