CSO has released the provisional estimates of GDP for the quarter April-June 2020. GDP in first quarter has declined by a whopping 23.9 per cent. That means, about one quarter of gross domestic output as on 30-6-2019 has been wiped out in the last 12 months: Shri @PChidambaram_IN

Another way of looking at it is, since the end of 2019-20, the gross domestic output has fallen by about 20 per cent. The only sector that has grown is Agriculture, Forestry and Fishing at 3.4%: Shri @PChidambaram_IN

The Finance Minister who blamed an ‘Act of God’ for the economic decline should be grateful to the farmers and the gods who blessed the farmers: Shri @PChidambaram_IN

Every other sector of the economy has declined sharply, some precipitously. Manufacturing is down 39.3%, construction is down by 50.3% and trade, hotels, transport and communications by 47%: Shri @PChidambaram_IN

The estimates do not come as a surprise to us. They should be a matter of surprise to the government that was seeing ‘green shoots’ on several days during the first quarter: Shri @PChidambaram_IN

They should also be a matter of shame to the government that did nothing, literally nothing, to cushion the fall by taking suitable fiscal and welfare measures, but we know that the Modi government has no shame and will not acknowledge its mistakes: Shri @PChidambaram_IN

The economic tragedy was foretold by many close observers of the Indian economy, most recently by the RBI in its Annual Report released a few days ago: Shri @PChidambaram_IN

RBI had pointed out:
- shock to consumption is severe and it will take quite some time to mend and regain pre-COVID 19 momentum and
- a majority of respondents reported pessimism relating to the general economic situation, employment, inflation and income: Shri @PChidambaram_IN

All these had been anticipated, we had warned the government and urged the government to take preventive and preemptive measures. Our pleas fell on deaf ears. The country, as a whole, is paying a heavy price, the poor and the vulnerable are in despair: Shri @PChidambaram_IN

It is only the Modi government that was nonchalant and uncaring. The government peddled a fake narrative, but that narrative has been exploded today by the CSO estimates: Shri @PChidambaram_IN

Let me say with regret, it will take many months before the economy turns the corner and registers positive growth. The inaction and ineptitude of the government gives us no hope that we will see light at the end of the tunnel at any time soon: Shri @PChidambaram_IN

पहली तिमाही में जीडीपी में लगभग 24% का संकुचन हुआ है और 30 जून 2019 से लेकर अब तक करीब एक चौथाई जीडीपी को पूरी तरह नष्ट कर दिया गया है और वित्तीय वर्ष में अभी तक जीडीपी के आउटपुट में लगभग 20% का संकुचन है : श्रीमती @SupriyaShrinate

हर क्षेत्र में, जैसे कि जीडीपी के तीन बड़े क्षेत्र होते हैं जो करीब-करीब 50% हिस्सा बनाते हैं जीडीपी का, वो हैं - विनिर्माण, निर्माण, व्यापार होटल और परिवहन, जिनमें बड़ी गिरावट आई है : श्रीमती @SupriyaShrinate

विनिर्माण में लगभग 40% की गिरावट आई है, निर्माण में 50% की और व्यापार, होटल एवं परिवहन में 47% की गिरावट आई है। ये जीडीपी के आधे हिस्से की हम बात कर रहे हैं : श्रीमती @SupriyaShrinate

कोई एक चीज़ जो आज भी आशा की किरण बनी हुई है, वह है- कृषि में मत्स्य पालन और वन, जहां एक क्षेत्र में ही सकारात्मक वृद्धि हुई है और 3.4% पर उसकी वृद्धि हुई है : श्रीमती @SupriyaShrinate

कहीं पर जो वित्त मंत्री ने दैविक शक्ति की बात की थी, ऐसा लग रहा है देवता भी इस देश के किसान, खेतिहर के साथ खड़े हैं और मोदी सरकार हर बार किसी मुगालते के पीछे छुपने की साजिश करती नज़र आ रही है : श्रीमती @SupriyaShrinate

अगर हम थोड़ा और आगे बढ़ कर देखें तो ये जीडीपी का जो अनुमान आया है, ये आगे चलकर और भी खराब हो सकता है। क्योंकि समुचित डेटा आने पर इसमें नीचे की ओर संशोधन हो सकता है : श्रीमती @SupriyaShrinate

जीडीपी का अंक आंकड़ा ही नहीं होता है, बल्कि वो किसी भी अर्थव्यवस्था में किस तरह की नौकरियाँ, समृद्धि या अवसर बनते हैं, उसका एक संकेत होता है : श्रीमती @SupriyaShrinate

24% का संकुचन मौटे तौर पर यह दिखाता है कि एक बहुत बड़ा वर्ग गरीबी की ओर जा रहा है, बहुत लोग बेरोजगार हुए हैं और देश की आर्थिक स्थिति दिन-प्रतिदिन बद से बदतर होती जा रही है : श्रीमती @SupriyaShrinate

कहीं न कहीं ये असंगठित क्षेत्र पर भी प्रहार तो है ही और संगठित क्षेत्र पर भी इसका बहुत बड़ा प्रभाव है : श्रीमती @SupriyaShrinate

ये बात ध्यान रखने वाली है कि ये सब कोरोना और लॉकडाउन की वजह से नहीं हुआ है। हाँ, इसने आगे में घी डालने का काम किया है लेकिन ये संकुचन तो बहुत पहले, कोरोना से भी पहले ही शुरू हो गया था, ये गिरावट बहुत पहले से हो गयी थी : श्रीमती @SupriyaShrinate

जीडीपी कोरोना से पहले तक 7 तिमाही से लगातार गिर रही थी। वित्तीय वर्ष 2017 में जीडीपी की ग्रोथ 8.3 थी, जो तब से गिरते गिरते 4.2 हो गयी। नोटबंदी से लेकर अब तक हमारी आर्थिक वृद्धि आधी हो गयी है : श्रीमती @SupriyaShrinate

कोरोना से पहले ही बेरोजगारी 45 साल में सबसे ऊपर पहुँच गयी थी, आर्थिक मंदी अपना पैर जमा चुकी थी तो कहीं न कहीं पर ये सरकार की विफलताओं का परिणाम है क्योंकि इतना नुकसान किसी भी अन्य देश में नही हुआ, जितना हमारे यहाँ हुआ : श्रीमती @SupriyaShrinate

सरकार ने अपनी जिम्मेदारी से मुंह मोड़ा और इसीलिए राजकोषीय सहायता नहीं मिली। सारा का सारा बोझ RBI के ऊपर लाद दिया गया। RBI ने ऋण की दर घटाई (1.15%) तरलता बढ़ाई और सरकार को लाभांश दिया : श्रीमती @SupriyaShrinate

भविष्य की चिंताओं में घिरे लोगों ने बचाए पैसे को खर्च न करके बैंकों में जमा करना ज्यादा उचित समझा। ऋण में वृद्धि की दर लगातार कम होती गई है, जो जुलाई के महीने में मात्र 5.4% थी : श्रीमती @SupriyaShrinate

आर्थिक मंदी का ही यह आलम है कि 80 लाख लोगों ने लॉकडाउन के दौरान करीब 30,000 करोड़ EPFO से निकाला है, जो कि अमूमन लोग अपने भविष्य के लिए सुरक्षित रखते हैं : श्रीमती @SupriyaShrinate

RBI का कहना है कि आर्थिक मंदी का दौर बड़ा है और लंबा चलेगा। RBI ने साफ कहा है कि उपभोग पर इतना गहरा आघात हुआ है कि बहुत लंबे समय के बाद भी इसको सुधारना कठिन होगा : श्रीमती @SupriyaShrinate

इसीलिए हमारा सरकार से सवाल है कि आखिर क्या रणनीति बन रही है इस आर्थिक मंदी को खत्म करने की? : श्रीमती @SupriyaShrinate

हम आशा करते हैं कि आज का यह GDP संकुचन सोती हुई मोदी सरकार को जगाएगा और अर्थव्यवस्था को सुधारने के उपाय ढूंढने पर मजबूर करेगा। आखिरकार यह 130 करोड़ भारतीयों, हमारे देश के युवाओं और उनके भविष्य का मामला है : श्रीमती @SupriyaShrinate
