According to Brennan, before July 28, 2016, President Obama was aware of the Russian hacks of Presidential campaigns, such as the Democratic National Committee.
This is because on July 21, 2016, American intelligence agencies informed the White House that the Russian Government was behind the DNC hacking after a high-level meeting featuring many departments.

Brennan states explicitly though that on July 28, 2016, in the afternoon, he informed Obama that Putin had ordered Russian intelligence services to hurt Hillary and boost Trump in the election. Denis McDonough was in the room, as was others.
