Are radical left wing groups from abroad allowed to openly engage in what appears to be political activity in India?

Someone sent me this ad from a far left group called the "Rosa Luxemburg Stiftung" running "the regional office of a German political foundation"

Here is their ad and terms of reference.

They want to work with those "accused by
the government of endangering Indian interests" due to the "Hindu Nationalist Indian People's Party (BJP)"

As you can see, they are selecting partners "carefully on political grounds"
They are not hiding anything. They openly admit they are running the "regional office of a German political foundation"

On their website, they accept close links to the German left party Die Linke.

Is this legal?
