1. Counting has no clear end if ballots trickle in indefinitely.
2. No one shd get to vote w knowledge of E-Day results, when most vote w/o this. ...
3. Different deadlines in different states could create Equal Protection problem; different counting methodologies within a state certainly would, per Bush v. Gore.

1/ Well I guess my own Scarpia novel is preempted. What I was going to do was take the TOSCA narrative as given and then ask how Scarpia got that way - taking, as also given, his underlying tho eclipsed piety.
