Some right-wing media outlets have taken a clip of a Kamala Harris interview on The Late Show With Stephen Colbert aired before June 18, 2020 out of context, and using it to paint a picture of Kamala Harris as "instigating violent riots". Part 2 of 3:
This aired only weeks after the Black Lives Matter protests grew resulting from the murder of George Floyd, well before she was nominated for Vice President. She was already showing support for the Black Lives Matter movement.
Responding by force will only escalate the Black Lives Matter movement. It's best to deescalate the Black Lives Matter movement by redressing grievances, police reform, pacification (eg, community policing), and by using only limited, legitimate use of force.
That is, bring the discussions to the table, listen, and effect change. I agree with Harris that the movement will not be, and should not be, subdued until these things happen. She supports the Black Lives Matter movement. I like that.

The bill blocks chokeholds, no-knock raids, drug warrants, and limits qualified immunity. It passed the House and now gridlocked. All democrats and 3 republicans (Fred Upton of Michigan, Brian Fitzpatrick of Pennsylvania, and Will Hurd of Texas) voted Aye.
Another bill led by Ted Scott did not block chokeholds, no-knock raids, drug warrants, or limit qualified immunity. Harris said the alternative bill is "lacking in substance that it does not even provide a proper baseline for negotiations".
