There is a lot of confusion over who is to blame for the situation in the Rhondda so thought I would try and cut through the misinformation and general Twitter fury.

So testing in Wales is split between the Welsh & UK Government.
Most of the drive in centres you see are run by the UK Gov (through Deloitte/Serco etc).
At present about 75% of Wales' testing is done by the UK Gov (though since the start of the crisis Wales has done more).
Why so confusing? Good question.

It stems back to March when the UK Gov opened a testing centre in the Cardiff City Stadium without properly discussing with WG or PHW.

So for better or worse, we have a duel system (1 of which tests by putting up the nose and 1 who doesn't).
The UK Government testing, AKA the Lighthouse Labs, are at breaking point at the moment because of a huge increase in demand. They simply can't cope.

This is why we are seeing people in Cardiff being sent to Inverness for a test.
The centre in the Rhondda is a Lighthouse Lab one. Faced with the increased demand it seems that the UK Gov has decided to limit the amount of tests that testing centres can do.
In the Rhondda, the centre can do up to 500 a day.
Late yesterday the UK Gov seems to have limited it to just 60. Following pressure from the Welsh Gov that was increased to 120.
Still woefully short of what is needed given the current situation in places like Porth.
When Serco reach 120 tests today they will leave.

So the Welsh Ambulance Service, RCT Council and Cwm Taf HB have set up a temporary operation over night.

Ambulance staff will do the tests and health board labs will test the samples.
But there is still a problem. The UK Gov site for booking tests is unable to be amended to show the increased capacity that has been created. So it still shows just 120 slots.

This means the council are asking people to attend the walk in without an appointment but....
The problem with this is that too many people may attend (there are already queues) so the council is urging people to only come if they have symptoms and to maintain social distancing.
There are going to be 840 tests available over the weekend BUT this will fall massively on Monday when the Welsh Ambulance Service have to leave.

I sometimes think it's a miracle our Welsh NHS functions at all.

Yesterday @WalesOnline published a story on how many people were discharged from hospital to care homes without a test between Mar 1 and May 31 - broken down by health board.

But that isn't the real story

All 7 health boards were sent an FoI asking 5 questions:
- How many patients were discharged into care homes
- How many sent to a new home or their previous one
- How many tested prior to discharge
- How many since ID'd as having Covid
- How many died subsequently
What is bizarre about the responses is some (Aneurin Bevan) could answer all 5 questions quickly and easily.

Whereas some could only answer a few.

C&V could only answer the first question. For others they either didn't hold the data or it would cost too much cash to calculate.

Fact check - Boris Johnson says they didn't know about asymptomatic transmission back in March.
The Sage minutes of March 31 include an NHS England paper written by Professor Stephen Powis dated March 31.

Professor Stephen Powis looked at the extent to which transmission within hospitals from patients to healthcare workers and vice versa had become one of the key sources of the outbreak across the UK.

He was absolutely clear about the risk that people in hospital with no symptoms posed, saying: "A key additional risk is transmission of coronavirus from non-diagnosed Covid-19 positive patients or staff, i.e. those who are asymptomatic or pauci-symptomatic."

Last week I went through former Secretary of State for Wales Alun Cairns' declarations of interest for the last 10 years.
This is what I found:
In the last decade he has received £15,000 from Ukrainian energy tycoon Alexander Temerko.
The most recent was £5,000 before the last general election.
Only one was from Termerko personally.

The others came through his companies AQUIND Ltd and Offshore Group Newcastle Ltd.

For all his bluster about taking climate change seriously he has appointed an impressive number of people who seem to not really acknowledge it as a problem at all.

Monmouth MP David TC Davies has been made a minister in the Wales Office, and assistant government whip.
He will be responsible as whip to help implement policies to ensure there are net-zero emissions by 2050.
However he has not had a great record on clime change...
Mr Davies has a long history of denying man-made climate change despite the overwhelming consensus of leading experts around world stating the opposite.
