I am sad to announce that our channel Swaraj Express has abruptly and suddenly shut down. It’s telecast was unilaterally stopped by our licence partner for reasons yet unknown to us. I would like to thank everyone who supported us and was co-passenger in this journey. 1/n

Unfortunately, Covid-19 has created unprecedented situation for everyone. Yet we were inching forward. Despite the sudden brakes, we tried to rework and restart the channel. But our efforts didn’t materialise.

बीजेपी के अध्यक्ष नड्डा जी ने राज्य सभा में ख़ुराफ़ाती भरा सवाल पूछा है कि मालूम नहीं कब और क्यों संविधान से ऐतिहासिक चित्र हटा दिए गए हैं। बीजेपी इसे बाबा साहब का अपमान बता रही है।

अब बीजेपी के नेताओं को मासूम कहें या अज्ञानी, मालूम नहीं। क्योंकि चित्र तो कभी भी हटाए नहीं गए। आज भी लोक सभा सचिवालय से जो मूल संविधान की प्रति मिलती है, वो सचित्र कॉपी है। आख़िरी बार ये मूल प्रति की कॉपी 2018 में, मोदी सरकार के दौरान ही छापी गई थी।

पर हाँ नड्डा जी, ये सच है कि आपको या आपकी पार्टी के लोगों को वाक़ई नहीं पता होगा कि बिना चित्र वाली आम प्रति क्यों छापी गई। ऐसा इसलिए कि RSS तो तब संविधान का विरोध करने में व्यस्त थी। लेकिन हम कांग्रेस वालों को पता है, क्योंकि संविधान हमारा बनाया हुआ है। इसका प्रचार भी हमने ही किया है।

सच ये है कि 1950 में जब संविधान लागू हुआ, तब तक आधुनिक लिथोमेन वेब ऑफसेट प्रिंटिंग का आविष्कार ही नहीं हुआ था।

तब जो लिथोग्राफिक ऑफ़सेट मशीन चित्रों की प्रिंटिंग कर सकती थी, उस पर विश्व युद्ध के कारण प्रतिबंध था। ये मशीनें केवल सैन्य उपयोग के लिए थीं, जो नक्शे, टैंक, सैन्य उपकरण, हवाई जहाज़ के डिज़ाइन छापने के लिए इस्तेमाल होती थी।

ब्रिटिश भारत में ये मशीन सर्वे ऑफ़ इंडिया के पास थी। इस संस्थान की हाथीबड़कला ब्रांच, देहरादून में R. W. Crabtree and Sons कंपनी की Sovereign और Monarch मॉडल की मशीनें थीं, जो संविधान पर की गई महीन चित्रकारी को अच्छी तरह छाप सकती थीं।

इसीलिए, लॉ मिनिस्टर बाबा साहब अंबेडकर ने सर्वे ऑफ़ इंडिया की इस ब्रांच को संविधान की मूल प्रति की 1000 कॉपी छापने का निर्देश दिया। इन में एक कॉपी पिछले साल ₹48 लाख में बिकी है। लेकिन नड्डा जी, इन में से एक भी कॉपी आपके लोगों के पास नहीं होगी, क्योंकि तब RSS के लोग तो विरोध में थे। इसलिए निश्चित ही उन्होंने कोई कॉपी संग्रहीत नहीं की होगी।

लेकिन लॉ मिनिस्टर बाबा साहेब अंबेडकर के सामने लेकिन एक दूसरी चुनौती थी। संविधान बन तो गया था, लेकिन उसकी जानकारी लोगों तक भी पहुँचानी थी। पत्रकार, राजनेता, जज, वकील, बुद्धिजीवी सभी को नए संविधान की ज़रूरत थी। तब इंटरनेट भी नहीं था कि बाबा साहेब उस पर एक कॉपी डाल कर निश्चिंत हो जाते। महँगी लिथोग्राफ़िक प्रिंटिंग से हज़ारों कॉपी छापना न तो तुरंत संभव था, न ही ये सभी लोग वो महँगी कॉपी ख़रीद सकते थे। इसीलिए, डॉ. अम्बेडकर के मंत्रालय ने ही, उन्हीं के वक़्त में, संविधान के सस्ते text edition छापने का फ़ैसला किया, जो उस समय के आम प्रिंटिंग प्रेस में आसानी से छाप सकते थे। लोगों को संविधान की कॉपी सुलभ करने के लिए ही बिना चित्र वाली कॉपियों का चलन शुरू किया गया।

वैसे बीजेपी ने ये विवाद उठा कर शायद अच्छा ही किया है। अब लोगों को पता तो चला की नेहरू-अंबेडकर के नेतृत्व में और कांग्रेस की सोच के अनुसार जो संविधान बना है उसमें भगवान राम का चित्र भी है, बुद्ध का भी है। गुरु गोविंद सिंह का भी है, महावीर का भी है। उसमें अशोक, गुप्त राज, विक्रमादित्य, शिवाजी, अकबर के चित्र भी हैं। संविधान में रानी लक्ष्मी बाई, टीपू सुल्तान भी हैं।

और शायद बीजेपी के लोगों को जान कर झटका लगे, महात्मा गाँधी के साथ साथ नेता जी सुभाष चंद्र बोस को संविधान में जगह दे कर नेहरू-अंबेडकर ने उनकी याद को अमर बना दिया था। नोआखली दंगों में गाँधी जी के शांति कार्य भी संविधान के पन्नों का हिस्सा है।

विख्यात आर्टिस्ट नंदलाल बोस और उनकी टीम ने भारत के 12 इतिहास खंडों को संविधान के पन्नों पर उकेरा है। लिखावट प्रेम बिहारी नारायण रायज़ादा की है। ये इतिहास खंड हैं: मोहनजोदड़ो, वैदिक काल, महाभारत काल, महाजनपद काल, नंद काल, मौर्य काल, गुप्त काल, मध्य काल, मुगल काल, ब्रिटिश काल, आज़ादी का आंदोलन, क्रांतिकारी आंदोलन और भारत के प्राकृतिक चिह्न।

ऐसा इसलिए किया था, क्योंकि कांग्रेस के लिए भारत का सुनहरा इतिहास मोहनजोदड़ो और वैदों से शुरू हो कर वर्तमान तक आता है। RSS के तरह नहीं! ज़्यादा समझना हो तो नेहरू जी की ‘भारत एक खोज’ पुस्तक पढ़ लीजिये, जो उन्होंने जेल में लिखी थी।

मोदी सरकार के भ्रष्टाचार पर हर तरफ़ खामोशी भले ही लाद दी जाये, इससे घटनायें तो दबेंगी नहीं।

चुप रहने से सड़कें सुरक्षित नहीं हो जायेंगी। इस भ्रष्टाचार के ख़िलाफ़ अब बोलना शुरू कीजिए, अपने लिए, अपने परिवारों के लिए बोलिए।

नेता विपक्ष मल्लिकार्जुन खरगे जी ने राज्य सभा सभापति को पत्र लिखा है, उसकी प्रमुख बातें हैं-

1. विपक्ष का कर्तव्य मुद्दे उठाना है, सरकार की ज़िम्मेदारी उनकी जाँच करवाना है। इस सिस्टम को उल्टा नहीं कर सकते। विपक्ष को पहले जाँच कर, सबूत इकट्ठे कर, फिर बात करने को नहीं कह सकते।

2. सरकार की नीतियों की आलोचना और उनसे होने वाले फ़ैसलों की आलोचना किसी सांसद, मंत्री या PM की निजी आलोचना नहीं मानी का सकती। अगर ऐसा हुआ तो संसद में सरकार के ख़िलाफ़ कभी कोई बात उठाई ही नहीं जा सकेगी। ऐसे में संसद ही निरर्थक हो जाएगी।

3. सरकारी नीतियों और उनके परिणामों की आलोचना को संसद या राज्य सभा की आलोचना नहीं माना जा सकता है। सरकार या PM की आलोचना से सदन की गरिमा कम नहीं होती है। सदन सरकार नहीं है।

4. साथ ही ये समझ ग़लत है कि सरकारी फ़ैसलों की आलोचना से कोई जनहित पूरा नहीं होता है।
