I can’t tell you how often crowds have gathered near the venues where @JoeBiden is speaking despite the fact that his events are open to press. Many have hoped Biden would greet them after, but most often he doesn’t. The reason? 1/
The Biden campaign has repeatedly said he’s doing everything he can to DISCOURAGE the kinds of crowd gatherings that in many states and localities are against COVID regulations. If it’s greeting these crowds became routine, it would encourage more elsewhere 2/
This in addition to all the steps they take to keep a COVID-free Biden COVID-free. But even a distant drive-by, let alone what a COVID-affected POTUS just did, has most often been opted against 3/

Now, this has often severely disappointed those who showed up. Even Biden supporters have complained to me about why he wouldn’t acknowledge them and the fact they waited often hours hoping to just glimpse him. But campaigning has been trying to adapt to see how he can do this
