You identify the richest people that support the protest (likely rich farmers), get them all in a room (or zoom call). Collectively decide to publically state that no more taxes will be paid until they get the protection that they pay for.

Give a list of requirements before taxes will be paid again, for example, any threat to white lives by public figures (Malema) should be acted upon etc.

Store all taxes in a fund invested in South Africa, generating returns. Ensure government knows taxes have been paid and will be paid out as soon as action is taken.

Start with the rich and the rest will follow, align the incentives for the government to start taking this seriously and for people to participate without violence.
