In my view, if the government wants, any future rape offender can be caught. If NADRA starts keeping DNA record along with biometrics, then the real culprit can be caught in just hours.
Just as biometric prints have been collected, DNA collection of men between the ages of 18 and 55 should be started. There are hardly any cases in which the culprit is less than 18 years old.
