Oh, 100%, that too.
The reason I went with "insurgents" is I feel like a whole bunch are active terrorists, but also a lot more are prepping for much more large scale insurgency in a way that's actually more dangerous than acts of terror in the long run.

It's that structured under-the-radar civil war prep (as opposed to plotting for tragic but very localized and sporadic acts of terror) that sends chills down my spine.
Compared to the online terror Nazis I watch, they're well-organized and just waiting for the starter pistol.
