Time for Manheimer's report. Violent crimes have increased, robberies have decreased. Homicides show 56% increase from Q2-3 from last year. She is measuring gunfire by including shotspotter, which has a 70%+ increase #oakmtg

She focuses on Ney Ave & upper 70s as a hotspot for gun violence. She says she is working on decarceration of prisoners without reentry plan though OPD Cares. She says they are working with internal resources and providing PPE. #oakmtg

Of the 900+ guns collected, 700+ were involved in violent crimes. She plugs a citywide strategy for getting guns off the street and working with shooters to get interventions.

Seems like they are doing a lot around this issue, but at the same time, I don't know what they intend to do about their massive PR problem, which is naturally limiting the pipeline of Black women police officers. #oakmtg

There are less lethal weapon options in G3, this policy serves as an index that points to other training bulletins and DGOs. We need to look at K4, 304, how officers engage in crowd control, need to prohibit chemical weapons. They need this foundation to address all those issues.

What happens in the community if police use of force occurs? Section J-4: we wanted to make sure police commanders were mandated to look at what resources could be brought to bear. OPD needs to find resources to recommend to person experiencing use fo force. #oakmtg

Gage closes by saying this is taxing work, and asks the commission to let this policy serve as the foundation and build upon it together. #oakmtg
