Judge says Abbott’s order placed an unacceptable burden on the voting rights of elderly and disabled Texans, who are most likely to vote by mail and to hand deliver those ballots early to ensure that they are counted.

Texas Democratic Party celebrates the ruling:
Texas AG Ken Paxton will appeal the ruling that blocked Gov. Abbott's order limiting mail-in ballot drop-off sites to 1 per county.

Next stop is the 5th Circuit Court, one of the most conservative.
Court has recently backed Paxton twice, overturning lower court ruling that gave all voters a choice to cast a vote by mail in the pandemic, another that would have allowed straight-ticket voting in Nov. 3 election
Because of the 5th Circuit's history, Travis County WILL NOT reopen its 3 closed satellite drop-off locations in downtown Austin, choosing instead to see what the appeals court does next, county clerk just told me.

BREAKING: Gov. Abbott issues proclamation CLOSING (as of Oct. 2) satellite offices where voters can drop off completed mail-in ballots.
Counties can only have 1 dropoff point, he says.
Travis has 4, including 3 downtown.
Harris has 12.
Abbott says move, which also requires early voting clerks to let poll watchers observe ballot delivery, is an election security measure.
Clerks said the multiple dropoff spots were to help voters, particularly amid questions about Postal Service efficiency.

After Tuesday's order requiring 3 Green candidates to be reinstated to the ballot despite not paying a required candidate filing fee, the Texas Supreme Court today issued its opinion explaining why.

In an unsigned opinion with no justices recused, the Texas Supreme Court said the filing fee law, passed in 2019, does not contain a strict deadline to pay the candidate filing fee.

So when the Dems challenged the Greens for failing to pay it on Aug. 17, the Green co-chairs were under no legal duty to declare those candidates invalid because there was no deadline.

BREAKING: Texas Supreme Court orders Sec of State to "immediately take all necessary actions" to return 3 Green Party candidates stricken from the ballot.
Democrats had successfully challenged the candidates for failure to pay filing fees.
Ruling comes despite Harris County telling the court that it is way to late to add candidates to ballots that are set to be mailed to military on Friday.
Harris has 1,400+ different ballots to print.
The order says a ruling from the Supreme Court will follow.

Gov. Greg Abbott updating Hurricane Laura impact on Texas: "We did dodge a bullet."
Orange, bracing for 10-foot storm surge, had 3 feet.
Says thus far, only 1 *unconfirmed* report of a death in Sabine County. Such minimal loss of life from Cat4 storm "is a miracle"
Abbott says aerial tour showed most storm damage was in Orange. Saw roofs ripped away, trees down, shingles missing, streets flooded. Still widespread power outages.
Sen. Cruz: "Our hearts are heavy" for neighbors in Louisiana, where aerial tour revealed significantly more damage than experienced in Texas.

In update, Gov. Abbott urges those in Hurricane Laura's path to get out before window to evacuate shuts. Rescuers are not expected to be able to work from 7 pm tonight until 9 a.m. Thursday
Tropical storm force winds expected to hit Texas coast near Tx-Louisiana border around 7 pm tonight, with landfall around midnight to 1 a.m., Abbott says.
"We urge everyone who may be in harm's way to take these last hours to get out of harm's way," Abbott says, adding that local officials are worried at number of people yet to leave, fear word of Laura's dangers is not getting out.
