Tory MP looked pretty confused as @BorisJohnson says this re Tier 2: “The Job Support Scheme is precisely available to pubs, restaurants, business (in her constituency) that are facing, that are not able to trade, that may be open but are not able to trade as they normally would” 
When it unveiled the Job Support Scheme expansion last wk, Treasury sd it wd apply to firms "whose premises are legally required to shut for some period over winter as part of local or national restrictions"

The argument that leaders in areas in likely Tier 2 have made is that their local pubs wdn't get the financial help that those in Tier 3 would get.
ie those allowed to stay open will suffer from 10pm curfew but won't get the state funding that goes to those forced to close
