CLARIFICATION: What I meant in the first tweet was that his friends went to the FBI agents that they trusted and then Baltimore agents approached him. Isaac did not reach out to the FBI directly was my point. 
OTHER CLARIFICATION: Isaac didn't find child porn, just other shady stuff, like the emails and crack.
