Applications can't be dropped off in person now that early voting has begun.
They still must be received by the county by Oct. 23.
It's unlikely that applications requested online will make it to Texans through the mail in time for them to make it back to counties by Oct. 23.

Completed applications can be sent to counties through the mail and common contract carriers, but since the deadline for the application to be received is Oct. 23, your best bet is to email or fax the application to your county: sos.texas.gov/elections/vote…
BUT: If you fax or email your application to the county, you also must send the hard copy to the county and it must be received within four business days of the day when your fax or email was received.
