For people who feebly claim that they don't know what to do, there are 4 hints:
"Direct Action"
When I went to Active Bystander training, I voted for this. I said, "Yes, if someone is being an utter pig, we can slap them in the face and throw them out into the rain to reflect on their idiocy."
Apparently, a more nuanced approach is recommended:
"Distraction"
"Yes, that's a great one", I suggested unsuccessfully, "We can say - 'Hey, look, there is X, who is a person who isn't a bloodcurdlingly ghastly cretin! Let's talk to him!' "
Apparently we should try to be more subtle these days:
"Delegation"
"You are too big for me to give you a damn good thrashing, but I will ask the ORBITA-HQ Football team to come in and kick you to death, if you carry on in this vein."
Nope, something more sophisticated is now recommended:
"Delay"
"Yes - that's a great one, too! Stare at them for 5 seconds, to give them time to be ashamed, and if they fail to gain insight, give them a massive headbutting."

Personally I have led a charmed life and never been bullied at work.
But as a TPD this is something I am determined to uncover and eradicate.
When I was a junior doctor, we always assumed that if anyone complained about anything "the old bastards will shaft you forever".
But now we once-registrars have become consultants, we realise we are the same people and
(a) Old gits don't actually shaft anyone - they can't be bothered and indeed have no levers for it: nobody cares what some old git says about someone, when making appointments.
