The networks’ decision desks haven’t call the race, but all of the anchors are signaling that it’s over and that Biden has won.
This is an important point from @NYTnickc. If Biden is the clear winner in Pennsylvanias from the votes that arrived on Election Day or before, the question of late-arriving ballots won’t come before the US Supreme Court.

Right now: PA Secretary of State Kelly Boockvar:

Earlier in the day Secretary of State Boockvar seemed a bit more confident in Pennsylvania’s ability to declare a winner today. She points out that the closer the race, longer it takes to do the count.
Asked about the personal safety of herself and her staff, PA Sec/State Boockvar says: "We have security. We make sure we are safe.”
