Finance Sec. Carlos Dominguez III: The economy is strong enough to recover. Second, our best recourse to help our economy is to manage our risks. This will help safely open the economy and recover the Filipinos' sources of income.

Finance Sec. Dominguez: The third quarter of 2020 saw the country dance with the virus, two steps forward and one step backward.

Finance Sec. Dominguez says the country now has more than 253,000 contact tracers.

Finance Sec. Dominguez: From zero testing capacity in February, daily testing reached 111,600 on Nov. 4 with 160 labs providing RT-PCR testing.

Finance Sec. Dominguez: PH has 1.9% case fatality rate, much lower than the 17% in April.

Finance Sec. Dominguez says the country has a good recovery rate of 98.1% and that the government has used the community quarantine period to treat COVID-19 patients requiring hospitalization.

Transportation Secretary Arthur Tugade says the DOTr has provided free shuttle service to over a million health workers since the start of the pandemic

Sec. Tugade says the DOTr so far has also transported 288,593 individuals back to their provinces.

DTI Sec. Lopez recaps the list of services and establishments that are currently operating.

DSWD Sec. Bautista says more than 33,000 houses were totally damaged by Super Typhoon #RollyPH, while more than 128,000 houses were partially damaged.

Duterte: Nandito na ang bakuna. It's being sold, yung iba sa – I don't know. It will be not good to assume that there's a black market for that.

Bautista says Budget Sec. Wendel Avisado promised him to replenish DSWD's quick reaction funds.

Duterte on purchase of COVID-19 vaccines: Finance Secretary Sonny Dominguez says he can borrow money of $300 million (or around ₱14.5 billion).

Duterte: Hindi sa ayaw nating bumili. Wala pa tayong mabili kasi sabi ko, ang vaccine sa America, binili na agad, I think the federal gov't has made the first installment.

Duterte: You can expect that within the few months until next year, all of those vaccines produced will be used for the Americans.

Duterte says other countries, including China and the US have started buying COVID-19 vaccines their companies have developed: We have to keep in mind that they have a population to worry.

Duterte on COVID-19 vaccine: Kung sino yung country na nakapag-imbento, malamang unahin niya ang mga tao niya. That's the reality.

Duterte names more Immigration personnel preventively suspended by the Ombudsman, including those involved in the falsification of travel records of a former Wirecard executive.

The National Bureau of Investigation earlier recommended to charge Immigration officers Perry Michael Pancho and Marcus Nicodemus for falsifying the travel documents of Jan Marsalek, former chief operating officer of Wirecard. bit.ly/3pexHyH

Duterte also names other government employees dismissed by the Ombudsman for alleged involvement in corruption schemes: Do not ever think that you are indispensable... Marami akong pampalit sainyo.

Duterte: If you come to know of conspiracy or may usapan to do an illegal act, sundan mo lang and let it ripen into a crime. Pag natapos na yung papeles, hindi na kailangan magbayad ng gobyerno.

Duterte: The contract itself will be the evidence. The fact that you have an intention to draft a contract that is prejudicial to the gov't is enough to send you in the gallows.

Duterte offers a ₱50,000-₱100,000 reward to anyone who will offer information on 'big' corruption schemes within the government, such as ghost projects.

Duterte: Pag malaking mga contract, ibulong mo lang na iluluto 'yan, I will give you ₱100,000. And I will keep your identity a secret until I reach my grave.
