1. 2 tory sources confirm Cain was offered job by PM at weekend after talking about it for few weeks
2. PM's fiance, Carrie Symonds, however, said to be deeply unhappy about the plan
3. Not now clear what outcome will be
4. Downing Street, nor Cain, nor Symonds making any comment but it's all getting very messy
5. Usual irony alert - Downing Street finds itself in disorderly process over trying to create order
6. There is a LOT of consternation about the idea in some quarters, one minister snipes 'he's hardly Leo McGarry', -why reward the person who's been in charge of comms when comms has been so bumpy? BUT ...
7. Cain has worked with PM for longer than anyone else in the inner No 10 team and his role has been wider than comms for some time - his allies argue he's already been carrying out parts of a chief of staff type of role and doing less and less day to day comms
But again... last but... with no one commenting on the record, and competing factions, to put it mildly, it is hard to know exactly what is happening here

1. Times and Mail both report tonight No 10 Dir of Comms, Lee Cain, in talks about becoming PM's chief of staff
2. Conversations tonight say definitely the case that conversations have been had
3. Frustration in different quarters in No 10 after series of u turns, bumpy few weeks, and tensions with coming arrival of new press spox, Allegra Stratton
4. PM eager to keep Cain, been at his side since Foreign Sec + one of tiny inner circle
5. But hear tonight no final decision been made
6. If it happens, it's a big change and confirms continuing influence of Vote Leave band
7. Cain has already had far reaching brief - but with comms often so tricky, others in govt may well question such a decision

One senior figure involved suggests crunch moment possible in about 10 days with another likely shove from a PM - Von Der Leyen contact - but all a bit fluid - a few days pause now after days of talks

1. Been talking to MPs ahead of PM's lockdown statement - no question a lot of Tories are v angry, not just about the decision, but about how its been handled, and No 10's attitude to those arguing for a different course
2. Senior MP says 'I've just had enough of being lectured or accused of being mad, bad, or dangerous to know'
3. A lot of concern about precedents being set - Charles Walker even planning to ask PM for a written constitution to underpin rights he believes are being ridden over roughshod right now by pandemic measures

But says he is ‘disappointed’ cos he can’t give time to Brady amendment based on advice he has had - so no vote ... that spares ministers blushes from a possible defeat but doesn’t mean they get off

Separately, Liaison Committee of Senior MPs write publicly to the PM calling for MPs to have more of a role in scrutiny of what Govt is doing
Meeting btw Rees Mogg and Brady likely sooner rather than later - could there be a deal even before Speaker has to make a decision on whether to call the vote that Govt could lose ?
One compromise suggested by rebels wd be for minister to put forward a draft law with a date for it to come into force at some point in the future ...gives a window where MPs can debate + they say could still be done under ‘made affirmative’ Statutory Instrument
