Flood has subsided in many parts of Alcala. But debris in the aftermath of the deluge is slowing down relief operation as inner roads are still not passable. In Jurisdicion village, residents had to walk and meet stranded relief op vehicles for aid. #Cagayan #UlyssesPH
Alcala Mayor Cristina Antonio: 24 out of 25 barangays in our town were flooded, 7 were totally submerged. Some barangays are still isolated, inundated. Humuhupa ang baha pero mabagal #Cagayan #UlyssesPH
Antonio: 4 fatalities in Alcala. 4,630 remain displaced.
In a span of 11 months, may dalawa kaming 100-year flood. #Cagayan #UlyssesPH
Antonio: Nakapaghanda kami sa pagbaha dahil binantayan namin yung warning system namin. As early as Tuesday, nag-evacuate kami. Ang kinagulat namin ‘yung laki at bilis ng pagtaas ng tubig, ‘yung extent ng magnitude #Cagayan #UlyssesPH

This is Neri Abalos and Randy Valdes.

Childhood friends. Neighbors. Residents of Pared village in Alacala.

Now considered heroes in their community. #UlyssesPH #Cagayan

Their story in this thread. ImageImage
During the deluge, their neighbors — a mother and her son — were trapped in their house and called for rescue.

Neri and Randy heeded the call. They used Neri’s boat — which he saved up for and bought precisely for emergency use in their village.
Neri and Randy were able to reach their neighbors.

While on the boat and on the way back to safe ground, witnesses say there was a sudden jolt of electricity.

The community rallied and they were able to get to the mother and son and bring them to dry land.

So we were able to interview DILG Usec. Jonathan Malaya earlier on @ukgdos. Here are some answers you might be looking for about the Metro Manila quarantine/lockdown that’s happening on March 15.

THREAD.
Q: I live outside Metro Manila. But I work there. Can I still go?

A: Yes, you can. Although you would need to show company IDs at the checkpoint. For those who do not have company IDs but have work in Metro Manila, gov’t is still discussing possible requirements.
Q: I live overseas and I have a trip to Manila within the lockdown period. Can I still go?

A: Yes (barring other travel restrictions from your country of origin). But you can only go to MM. If you live outside (Rizal, Bulacan, Cavite, etc.), you will not be allowed to exit MM
