Let’s talk about Executive Orders. EOs are a means of issuing federal directives in the United States, used by the president of the United States, that manages operations of the federal government. They are up for Judicial Review and have been struck down by the courts.
Every president except for William Henry Harrison has issued an Executive order or what would be construed as an Executive Order, the Emancipation Proclamation would be considered a EO by Lincoln for example.
EOs were numbered retroactively starting with Lincoln and EO 1 which dealt with the provisional government of Louisiana in 1862.
The president with the most EOs was FDR with 3,522!
2nd was Woodrow Wilson with 1,803. Also Wilson bears the distinction of the most of a 2 term president.
