President Rodrigo Duterte starts his address with a word of "caution" to Vice President Leni Robredo: She made a blunder, a big one, and she practically lied, making her incapable of truth. 'Yung pakana niya na wala ako sa bagyo, I was here, I was attending the ASEAN Summit.

Duterte criticizes Robredo for coordinating with the Armed Forces while people were trapped in Cagayan: While you were making calls, alam mo yung mga military hindi naman maniwala sa iyo, because tama sila you are not in the line of authority.
Duterte: In times of emergency, ako lang at military...Kung sa civilian, hindi mo alam, puro military na ang humawak niyan.
Duterte on Robredo: Huwag ka masyadong paporma-porma. Hindi mo panahon.
Duterte: There's no need for you to, masamang biro na, "Where were you?" Kung sabihin ko sa'yo na, "What time did you go home?"
Duterte tells Robredo: The storm was all over Luzon. Saan mo ako gusto ilagay no'n? Sainyo, sa Bicol? O dito ako sa Parañaque? May baha rin eh.
Duterte: Hindi niyo alam na nagtatrabaho ako, na-timingan na it was a summit and I cannot excuse you for not knowing it.
Duterte: You do not give orders on the day of the war. Patay ka. Kung ganoon ka, huwag ka nang tumakbong presidente. You lied, you were not honest.
Duterte: Do not compete with me. Do not start a quarrel. Wala ka talagang nagawa except mga tawag-tawag.
