Following today’s debate with @anders_aslund on Biden’s sanctions policy vis-a-vis Russia, I launch a test: the US president should impose sanctions on Russia based on Chemical and Biological Weapons Control and Warfare Elimination Act of 1991 (@navalny poisoning). Will Biden do?
PS. Of course, president Trump may partially do it, but sanctions should be in two wave; second should follow 90+ days after the first.
