The ward covers this area including the Canary Wharf estate + Canary Wharf Jubilee, Elizabeth, DLR stns
Few assets in the ward called Millwall;
Millwall fire station, Millwall Dock Rd, St Lukes Millwall
Docks called Millwall on edges of ward
But does NOT include Millwall Park 2/
Millwall used to be the name used for a larger ward pre-2014 & historically as well
But for some people Millwall = Millwall Football Club which moved to s London some time ago
But when I write to government minister etc easier to say Canary Wharf

The Tower Hamlets Labour Party Local Campaigns Forum has requested to change the name of Canary Wharf ward to Millwall ward (the name of a larger ward pre-2014)
At the request of CW Group I believe, see p4, they do not like the ward being called CW democracy.towerhamlets.gov.uk/documents/s172… 4/
Compromise of Millwall & Canary Wharf comes from the precedent of:
-Blackwall & Cubitt Town
-St Katharines & Wapping
-Spitalfields & Banglatown
Would make it clear where the ward was in London
Allow people to choose name they like
Some do not like CW / Millwall names

I spend a lot of time analysing population growth for example on the excellent London data site
It uses wards as building blocks to compare areas
When wards change that adds complexity

Canary Wharf 2014 to 2022 will be the same as Millwall post 2022
Census 2021 will be done as Canary Wharf name?
But different from Millwall pre-2014 as covered a larger area
Census 2011 was for Millwall

These changes include some permanent road closures, some timed road closures controlled by cameras (you get a ticket if you drive into the area at certain times unless you have a resident permit), some one-way streets + some other changes on pavements etc

Canary Wharf College Glenworth has now been added to the map (although I am not convinced to the design) but a local resident submitted some excellent comments as regards the roads outside CWC Glenworth

73% of new money paid by developers for new infrastructure in Tower Hamlets is earned in the Isle of Dogs & South Poplar area
BUT
only 34% of that money is planned to be spent in this area even though the GLAs consultants were clear that 100% had to be spent in this area 1/
This relates to Community Infrastructure Levy (CIL) paid by developers to the Council to pay for new infrastructure e.g. GP surgeries, schools, bridges etc
It replaced s106 from April 2015, but buildings approved before April 2015 pay s106 cash & afterward pay CIL 2/
So for example IoD & S Poplar (area below E East India Dock road) has earn't £56.7 million in CIL, £77.8 million across TH up to May 2020
But in the 1st pic is my attempt to calculate how much CIL has been budgeted to be spent here, £12 million in Cabinet papers versus £22.8 m 3/

5,357 cars/vans in 2011 v 1,856 consultation respondents from drivers
1,419 cycle to work in 2011 v 2,281 cyclists who responded to the survey

Although people who cycle in Bow in 2011 was proportionally higher then other wards so the 17% number I quote for the whole of TH maybe understatement but in 2011 9% to 11% of Bow residents cycled to work

I made a mistake, I asked you to sign a petition, which 615 of you signed, thanks, even though you were described last night by a Labour Cllr as being possibly from Timbuktu or Honolulu!
It asked to consider the Committee system as an option to explore in any future referendum 1/
In the vote last night lots of Labour Councillors said in their comments while voting
"For the people to decide 2021"
What they meant was for the people to decide from only 2 options which the Labour party had picked for them & where some fundamental issues remain unresolved

That more people, 615 had signed the petition to consider the Committee system, then had signed the Labour group petition 504 people, was why a Labour Cllr had to attack the signatories as not local

Bluntly we think this is being rushed through & when you rush you make mistakes so the motion is trying to identify the errors & slow things down
As an example how does the Leader & Cabinet model work?
A Labour Cllr said there 1/
was only one model for Leader & Cabinet
But
a. is leader elected annually or every 4 years?
b. are Cabinet members individually responsible for decision-making or collectively responsible or is leader responsible?
None of that is clear, do we restart what we did 11 years ago 2/
or adopt a new model for Leader & Cabinet?
When & how do we decide that?, before or after the referendum? who helps advice us on how other Councils do this or do we not need to learn from others?
How do we make these decisions, when?

3 weeks at Cabinet we were told TH Council expected
£30.6 million of government support + they then confirmed verbally another £14 million received = £44.6m
But an FOI response said they had got £62.6 million 1/
But tonight on the agenda of the Health Board is an update on another £3.2 million of extra grants that we were told about in June. I was not aware of it until today.
+ £1.2 million for extra support over winter according to the Conservatives but cannot find any backup yet 2/
According to the Council 3 weeks ago total estimated cost of COVID to the Council for full-year £35.9 million
versus £62.6 million of grant income = what happened to the surplus £26.7 m?
Or does that include costs which Council does not include in £35.9m?
