Having spent quite a bit of time recently reviewing #ManchesterArenaInquiry transcripts, apart from it having a less than beneficial effect on my blood pressure 😠its also reduced my time in these here parts
So based on some @mcrinquiry evidence on #CCTV heres a thread ⬇️1/x
Back in 2011, in advance of National CCTV Improvement Week, I developed a range of freely available documents to help Operators to assess and improve their #CCTV systems ahead of the 2012 Olympics and Jubilee celebrations
Based on feedback, the next stage was ... 2/x
... Developing the #TRUSTEDCCTV Operational Standards, which were released in 2013
I mention this because the repeated reference to #CCTV issues & failures mentioned in @mcrinquiry were readily addressable years ago, but only now are they properly ‘under the spotlight’ ... 3/x
Taking the #TRUSTEDCCTV Operational Standards Level 2 for example, sections include ...
“1.205 - On a quarterly basis, undertake a specific evaluation of the CCTV systems requirement, suitability and capability for potential use in a Counter Terrorism role.”
4/x
“4.213 To ensure adequate CT capability on high risk sites/locations providing unrestricted access to general public (/high levels of vehicle movements) regularly undertake ‘real time’ exercises to locate/identify/track potential targets, as they move around within the site.”
5/x
“4.201 With larger CCTV systems that are heavily dependent on “Active” monitoring by CCTV Operators, routinely provide additional training and competence testing on all aspects of camera control and image optimisation.”
6/x
“4.153 Undertake a quarterly review on the effectiveness of all current methods used by the public / employees to contact CCTV Operators - e.g., direct landline, out of hours messaging, text messaging, WhatsApp, e-mail, emergency call points, panic alarms, Twitter etc.”
7/x
“4.146 - Establish and maintain regular business contacts with named CCTV Liaison Officers in the local constabulary.”
Just a few of the components in #TRUSTEDCCTV Operational Standards that have been touched upon by @mcrinquiry
Yet there are many #CCTV aspects not discussed
9/x
Successive Governments have failed to properly regulate UK use of #CCTV & many issues and challenges could have been addressed many years ago
Whilst @mcrinquiry is drawing out some key failings, final report & recommendations could be pivotal for driving future improvements
10/x
Whilst the focus of @mcrinquiry is understandably quite narrow, future improvement of #CounterTerrorism#CT protocols, systems & strategies should ideally include an historic knowledge base and advice, that those in positions of influence have previously chosen to ignore
11/x
With that in mind, a 1st vital step is to remove any obstacles towards providing urgent public consultation on #MartynsLaw which will hopefully enable the widest range of Stakeholders to address needs & solutions for enhanced #CT measures in publicly accessible venues
