Dr Rajendra Prasad our first President who was conscious of his Art 60 oath as a defender of Constitution had given instructions to his secretariat one relating to Art 78 (C) are important reproduced below from the book "President and the Indian Constitution by Valmiki Choudhary 
The President clearly has the power to advice the Cabinet and also ask for any important item to be considered by it and once advice of the Cabinet is tendered he is bound by it. As the rep of Nation's Dharma he can use these powers to ensure protection of Dharma basic feature.
