... and reappears within 10 or 15 minutes, in results from another set of precincts, and so forth. The odds of that pattern appearing randomly are astronomical. But Solomon has gone much further, in that he has figured out the method and the math behind selecting the ratios used.

Solomon addresses in passing some of the logistics. He explains that there may be instances where a given precinct won’t have enough votes for the algorithm to do its job. When that happens either the ratios in that and another precinct or two must be adjusted to make up the
... slack, OR ballots can be stuffed in the precinct that’s short. In other words, it’s the precinct level assigned ratios that drive the need for extra votes, not necessarily the overall statewide totals.
