It could be an autofill error, but even so, wtf would someone involved w the voter file even have this person in their email address book. You can't email them in error if you never emailed them before. If you never emailed them before, you'd have to type out their entire email.
As noted, it could also be that Nevada's state website is compromised.

Note that the email in which the CEO of Kavtech was copied came directly from someone at the Nevada Secretary of State's office. "sos.nv.gov"
I did a search for that email and someone in Russia didn't waste any time writing up a story about it.
