b) Reported in @Facebook but they do not recognise cultural context and of course Nepali language.

This is the format to report to Cyber Bureau. You can submit a handwritten application in the prescribed format along with supporting documents at cyberbureau@nepalpolice.gov.np nepalpolice.gov.np/index.php/cybe… Image
Please note, you cannot report Text or Call harassment to Cyber Bureau. You need to visit nearest police station physically and logde the application in which case- victims might not prefer visiting the police station. Also chances are that male police might be attending vicitim.
This is a classic example of preventing victims to access to justice. This is a fundamental structural flaw in our legal system.
Updates from the Cyber Bureau. I see a "GAP" and opportunity for those fighting for a safe environment for women in internet space to work in more organized way.

What they do after the application is filed?
a) They send a 'warning message' to the fake facebook id, and respond.
b) If the person does not respond, they write to @Facebook to permanently delete the profile.
c) Interesting thing is @Facebook does not share data with @NepalPoliceHQ in such instances.
d) @Facebook only shares information if your photos is distorted meaning- your head and nude.
e) They were sharing their frustration on the absence of a law that requires social media to share information in such instances. @hello_sarkar The state is not able to negotiate with @Facebook on data sharing mechanism but are freely available for advertisement and post boost.
f) In what case do you put the perpetrator in the jail? If the person leaks the private photos, distorts your photos and posts in the social media.

g) So, what about this person- we will have to leave him with a warning.
h) My question to Cyber bureau: Who will be responsible for the mental stress that the person will go through? Or do you want to give a message- 'ek choti lai maaf gardinu'. Reminds me of Priyanka Chopra's movie Saat Khoon Maaf.
i) For those organization working on the internet and digital literacy space like @bodyanddata : I see two aspects where you can pitch in.

a) What is the logic behind giving 'unmunkti' to perpetual for once with a warning?
