Dr G Selvarajan, Additional Director of Medical Education, was due to retire on superannuation on 31.07.2019. 1/n

Dr.A.Edwin Joe, Director of Medical Education also retired on the same date. While Edwin Joe, an able administrator was not given extension, Dr G Selvarajan alone was given an extension of 5 months. 2/n

The reason stated for his extension was that being the Secretary for the Medical Admission Selection Committee, his retirement would upset the admission process.

The five months extension given to Dr Selvarajan, expired on 31.12.2019. 3/n

How a person who was supposed to have retired on 31.12.2019 continues to conduct the admissions this year also will explain why CM Secretary II Dr Vijayakumar IAS intervened on his behalf and tried to sabotage the CB.CID investigation in medical admissions, 4/n

ordered by the Madras HC.

Dr Selvarajan had been the Selection Committee Secretary, for the past four years. He had been doing the dirty job for Health Minister Vijayabaskar. All money making irregularities in the medical admission both in UG and PG 5/n

are executed through this Selvarajan.

Every state have to give 15% of their entire medical seats in government colleges to the central government. They all will be pooled together and all India counselling will be done. 6/n

However, all the other state students, who opt for a state will not join. A cut off date will be fixed by each state, after which the seats that remain vacant in the central government quota will be given back to the respective state. 7/n

If we take the case of Tamil Nadu, the seats surrendered by the central government for the past few years are as follows

2016 = 87
2017 = 58
2018 = 98
2019 = 150
2020 = 132

By the time this seats are surrendered, first and second round of counselling would be over. 8/n

Many students who failed to get admission in government colleges would have joined private medical colleges by paying huge capitation fee.

Immediately after surrender of such seats, surrendered seats should be declared immediately by the Selection Committee so that, 9/n

those who had not joined private colleges, can get allotment in government medical colleges.

The job of the selection committee is to disclose the surrendered seats at the earliest so that eligible meritorious candidates would get admitted in govt colleges. 10/n

Dr Selvarajan, whose responsibility is to announce the surrendered seats, invariably delays the announcement at least for a week, say sources. Deans of all medical colleges are in a WhatsApp group and Selvarajan, would know about the numbers, 11/n

in an hour after the last date expires.

However, Dr Selvarajan, had been delaying the announcement of surrendered seats every year, say sources. The reason is, 12/n

a week’s time will force medical aspirant students to join in unreputed private medical colleges by paying huge capitation fee. In the case where Hon’ble Justice Anand Venkatesh ordered CB.CID enquiry, while the govt fixed fee was Rs.3 lakhs PSG college demanded 35 lakhs. 13/n

After paying such huge sums, no one will be ready to forego the fee and go back to get government college seat. And no private college management will return the fee.

In 2019, when ToI correspondent asked Dr. Selvarajan about the number of seats surrendered, 14/n

his casual reply was, “The last date of students to join colleges allotted to them during the second round ended on July 25. We have asked deans of all medical colleges to write to us. We are yet to compile the data”. 15/n

In this WhatsApp era, will anyone write a letter to Deans of all Govt Medical Colleges and wait for their written reply ?

Due to this delay, students with less marks enter into government medical colleges. 16/n

For this week’s delay in announcing the details of surrendered seats, private medical colleges pay unimaginable amount as bribe to Health Minister Vijayabaskar and to facilitate this only, Dr.Selvarajan is given extension after extension. 17/n

If the CB.CID probe goes in the right direction, Dr Selvarajan has to be arrested. If Selvarajan is arrested and interrogated, he will spill the beans and the prime accused will be Health Minister Vijayabaskar. 19/n

The details of amount collected from private medical colleges which would run into hundreds of crores will tumble out.

It is only to protect Health Minister Vijayabaskar, CM Secretary II Dr. M. Vijayakumar entered into the picture, 20/n

threatened the CB. CID Addl SP Maheswari and also called CB.CID IG Shankar IPS.

CB CID DGP Dr Prateep V Phillip and CB.CID IG Shankar should once again read the order pronounced by Hon’ble Mr. Justice Anand Venkatesh. 21/n

The direction of the Hon’ble Court is to probe the following :

_“a) Whether there was any conspiracy between the officials of the Directorate of Medical Education and the self-financing colleges (list extracted supra) in filling up the stray vacancies on 31.08.2020; 22/n

b) The amount received from each candidate who was admitted by the self-financing colleges on 31.08.2020; and

c) any other matter that unfolds during investigation in this regard.”_

Both the DGP and IG of CB CID should keep it in mind that they have to 23/n

submit their report not to the court, but before Hon’ble Mr. Justice Anand Venkatesh as he has issued the following direction :

“The report shall be submitted before this Court on or before 30.01.2021. 24/n

Post these Writ Petitions on 01.02.2021 along with the report under the caption “For Reporting Compliance”.

Hon’ble Justice Anand Venkatesh, is a no nonsense Judge and he will smell any foul play a mile away. 25/n

He has multiple sources and even now he is monitoring what is happening to this investigation in CB CID.

CM Secretary II Dr Vijayakumar IAS’s illegal oral instructions to stall the probe will only be oral in a WhatsApp call. 26/n

There would be no evidence of his interference in the probe.

If the court finds that probe is not conducted in a fair manner, and that the main accused are saved, it won’t be the CM secretary’s head that will role, 27/n

but the heads of DGP & IGP of CB.CID. Justice Anand Venkatesh will not hesitate to order a court monitored CBI probe. And if CBI probe finds any sabotage in the investigation of CB.CID, the officers who played a role in the sabotage will pay a heavy price. 28/n
