Teacher wages "haven't increased since 1996". As a matter of fact, FL just implemented a wage increase for recruiting new teachers.
Would triple Title I grants. These grants are sent lump sum to states on a per student allocated amount. They have specific law binding requirements for their use.
The federal government has little to say on how teacher salaries are allocated, but the Biden public policies states Title I money should be used to increase salaries. This would need congressional approval and changes to the law.
"Invest in teacher mentoring, leadership, and additional education." This is basically Title II money, again, it goes to teacher improvement, but states have a say on how they spend it.
"These funds will also be used to help teachers who choose to earn an additional certification in a high-demand area – like special education or bilingual education – while they are still teaching do so without accumulating debt." (Title II?)
It is important to note the Title III is the one that helps states invest in bilingual education. However, under the Obama administration PuertoRico was not allowed to use this money for bilingual education, it was limited to use it to the "language of instruction", Spanish.
Help teachers pay off their student loans, no specifics.
"Double the number of psychologists". Unsure if this will be through federal or state funding./ "Will make an unprecedented investment in school mental health professionals"
Continuing to analyze Biden's public policy proposals for education, however, it is ALL written without any context regarding the pandemic. None. It only mentions that children are "habitually sick". Are schools to be nursing spaces for kids, eye sight care, common cold...?
"President Biden will include in federal infrastructure legislation funding specifically for improving public school buildings." PuertoRico has received now an unprecedented amount for school infrastructure (hurricane and earthquakes 2017-2020) that has barely spent.
In the context of education, on the DNC platform, it says to defeat the NRA.
IDK what this means: "students shouldn’t have to sacrifice themselves for their friends days before graduation", but it's in the platform
A lot of emphasis on DR. Biden, she has a PhD in Education
Biden plans on education include from birth up to a higher degree, no specifics on funding; however, in the same paragraph it mentions racism and that education should not be contingent on zip codes, a hint at school choice?
Competitive payroll for teachers, tripling Title I funding (again, requires congressional authorization and allocation) and if "conditions" are met, schools will have flexibility on use of funds. This is interesting.
New recruiting mechanisms to ensure diversity, the how not mentioned. Focus on low income communities. "Reinstate Obama policies", there's a blue print for that and I've worked extensively on the compliance and administration of such policies.
On SpecialEd: 'The Biden Administration will fully fund this obligation within ten years" (referring to the federal government's commitment via de ADA to fund 40% of al SpecialEd needs nationwide.
Commitment to vocational education (yeah!) and school to job market career pathways. Allow use of Pell Grants for dual enrollment, meaning high school students can earn college credit. There are states that already to that with public funds, including in Dallas.
Invest in pre-K. In other words this is already called Head Start, but now including pediatrician (Universal Healthcare?) and home visits funded by the ACA (Obamacare). The End.
