In order to maintain a largely peaceful society, rebuild our faith in our government, and form a more perfect union, I would like to propose a peace deal fair to all Americans.

All Representatives, other than those elected in the recent (2020) election, who have served less than 6 terms, are up for reelection and subject to primary challengers via a special election that is to be held between February 1, 2021 and April 1, 2021 (day of election).

All Representatives, who have served 6 terms or more, are to be retired from the House of Representatives and replaced via special election held between February 1, 2021 and April 1, 2021 (day of election).

All retired Representatives will be eligible to serve 2 terms as a senator.

From henceforth, all United States Representatives will be limited to serving 6 terms.

From henceforth, all United States senators are to be retired and replaced via appointment by the governors of each state. Each appointee must be ratified by their state legislators by 2/3 vote in a joint session of Congress to be held on April 1, 2021.

From henceforth, all United States senators are to be subject to review by their state legislators after 6 years of service.

If it is decided with a 51% or greater vote by a joint session of the state's congress, that one or both United States senators should be replaced, the Governor of that state shall appoint a replacement.

All United States senators are limited to serving a maximum of two terms.

From Henceforth, the electoral college system is to be replaced by an intrastate electoral college system, whereas each congressional district in each state is given 1 vote per 100,000 residents in the district.

The presidential candidate that wins the most congressional district votes within the state, wins the electoral votes of that state. Washington DC, Puerto Rico, and the United States Virgin Islands each are allowed one electoral vote.

This is hereby the standard for the whole of the United States for the election of the President of the United States.

From henceforth, photo identification and certificate of competency, to be renewed every fifth year, is required to cast a ballot. Competency test is to be issued by each state, compiled by psychiatrists of the state appointed by the governor or the state for such purpose.
