Do You Need Publications to Apply for a PhD Program?

The short answer is no. Publications are not required to apply for a PhD.

Presenting at undergraduate conferences, volunteering in a lab, winning research awards,
or doing an industry internship also show your research aptitude. Additionally, your letters of recommendation can speak to your potential for research excellence or indicate if the research you’re involved in may lead to a publication eventually

Having a publication on your CV (even if it’s in a different field) can help your application stand out when applying to a competitive program or make up for a weakness elsewhere in your application.

How I migrated to Canada without POF and had work permit approval within 2 weeks

I was back in Korea for a conference in 2017, about a year after I had began my PhD in Germany. I recalled telling my boss to take me to the lab from Baden Baden airport when he came to pick me.
On the way to the lab, he quickly told me that there was going to be an international conference in Korea in 2017 and I might consider that provided I have good results. This motivated me-I would get to the lab 7am and won't leave until 11pm (I was single then)
Fast forward,

I started applying for postdoc a year to the end of my PhD. I got acceptable by a group in Unsask but had to let it go due to personal reasons. From 2018-2019 Dec, I had received so many rejections from the US, Australia, Canada and even the Uk (more than 200)

Do not borrow for graduate school!!

A lot due to the must japa syndrome would rather approach banks to borrow on interest with the hope that when they get to the country of choice, like they will be working and pay back.
Apart from graduate school stress, hustling alongside can be tiring. Germany for instance require you have the blocked account in Germany with 10,000 ish euro deposited to guarantee your stay for at least a year!
So, weigh your options and apply for fully/partially funded programs!

Stop converting dollars/euro to naira. A PhD student salary is an average of 1200 euro in Germany while the rent in most places for self cont is around 600-700 euro depending on the state!
