The EU will seek an extension to the deadline by which the free trade agreement with the UK must be ratified, @rtenews has learned.

Two sources have said member states want to extend the deadline from the end of Feb to some time in April.
2/ RTE News also understands that the Slovak Commissioner Maros Sefcovic, who is an executive vice president of the Commission, will be the EU’s representative on the new Joint Parternship Council (JPC) which will manage the new relationship with the UK.
3/ Sefcovic is already the EU chair of the Joint Committee, which has been overseeing the implementation of the Brexit Withdrawal Agreement, including the Northern Ireland Protocol.
4/ The treaty is currently being provisionally applied and will only be formally ratified once the European Parliament gives its consent.
5/ The extension request is designed to give both member states and the European Parliament more time to scrutinise the treaty and to allow the text to be translated into 23 official languages.
6/ Because the EU UK Trade and Cooperation Agreement (TC) was struck long past several informal deadlines, both sides agreed that the treaty would apply provisionally on Jan 1, with a target date of the end of Feb for the treaty to be formally ratified by the European Parliament.
7/ However, the EU now wants that deadline to be pushed back until April.
8/ Meanwhile, Mr Sefcovic’s candidacy is expected to be discussed by the College of Commissioners on Wednesday
9/ It’s understood there is a sense of urgency to get the JPC up and running as it would be the forum through which the EU would seek the approval of the UK to extend the period of provisional application of the treaty until April.
10/ According to two sources, member states are keen to get a greater understanding of the governance aspect of the treaty, especially the circumstances in which retaliatory action can be taken if there is a breach of the level playing field provisions.
11/ National capitals are also pressing to have a more assertive role in deciding if the level playing field provisions have been breached.
12/ Sources say member states want a stronger voice in the area, alongside the European Commission, which traditionally monitors the application of free trade agreements.
13/ It’s also understood that the EU wants an extension of provisional application because of the length of time needed to translate the 1,200 page treaty into the EU’s official languages.
14/ “The European Parliament needs more time, the Council [of the European Union] needs more time to produce the authentic language versions and there's also this discussion on governance which is also going to be more protracted than people thought,” one diplomat said.
15/ “Nobody wants to rush a conclusion by the end of February so a number of member states are saying we need to do it later.”
This is from a Downing Street source:

“We and the EU agreed only last month to provisionally apply the EU-UK Trade & Cooperation Agreement until 28 February. The aim was to allow the EU a reasonable and proportionate length of time to ratify the agreement.
2/ “That still seems the right basis on which to proceed and we look to the EU to complete its processes within this timeframe. We note that Vice President Sefcovic said today that that was still the Commission’s intention.
3/ “We will consider any request for extension if and when we receive one”.

EU diplomat say ambassadors will discuss the governance of the EU-UK TCA on Friday, esp the new Joint Partnership Council, its 30 subcommittees, its relationship with the Commission, the role of member state.
2/ Diplomat says it is natural for the EU to need more time beyond the end of February deadline to ratify the treaty, which is currently being applied provisionally...
3/ Diplomat says it normally takes quite a number of months to get such a treaty translated into the 23 languages. "It’s going to be quite diff to achieve this by the end of Feb, we might have to come to a decision to prolong that. I’ll leave it up to the Commisison first.

2/ Of the 8 EU coastal member states Ireland and Germany have been proporationately hardest hit in terms of the loss of quota share by value. They will each lose 15pc of the value in quota share by 2026. To the Irish fleet that's a loss of €43m

BREAKING: the ECJ has issued an opinion that privacy complaints can be taken against Facebook and others by any of the 27 data protection commissioners + not just the Irish one, which has tended to handle such complaints because Facebook is headquartered in Dublin
2/ If upheld by the Court the opinion would mean any of the 27 data protection commissioners could take action against a tech company for a breach of cross border data protection rules.
3/ Until now it has been assumed that as the "lead" data protection office, all complaints wouldd have to go through the Irish data protection commissioner since Facebook et al are headquartered in Ireland

New: Ireland is due to receive over €1 billion from the EU’s Brexit fund.

The announcement was made in a statement by Minister for Foreign Affairs, Simon Coveney.
The proposed allocation wd represent one quarter of the initial tranche of €4 billion. The total amount agreed by EU leaders is over €5 billion
Coveney said: “I’m pleased to announce that a proposal has been made tonight on the Brexit Adjustment Reserve. The BAR is valued at €5.4 billion (€4.2 billion in 2021 & €1.1 billion in 2024)

The DUP's Ian Paisley MP tells the NI Affaris Committee that the NI Protocol shd be "removed" and that Article 16 of the Protocol should be invoked. Describes it as an "unmitigated disaster... Those who advocated for the Protocol have some responsibility for that.
"The protocol is now an impediment to trade. We told you so."
Article 16 of the NI Protocol: "If the application of this Protocol leads to serious economic, societal or environmental difficulties that are liable to persist, or to diversion of trade, the EU or the UK may unilaterally take appropriate safeguard measures.
