Protests never materialized earlier today in Salem, though there was certainly a large police and media presence.
Not the case in Portland, where a sizeable crowd has already gathered in front of Revolution Hall. They're currently yelling at some bike cops (the people in yellow shirts).
Bicycle officers left to a chorus of "ACAB." Currently waiting on a corner a ways down Stark. People are still arriving, flipping officers off as they pass by. This group is reportedly supposed to start marching around 3.
Tense moments as an officer disassembled a banner attached to what look like metal poles. Someone appeared to try to take the poles back and the officer treated to arrest him if he did that again.
A few scuffles as officers were pulling back from Rev Hall again. One officer sprayed a can of something at the ground. Didn't look like anyone was arrested.
Officers ended up throwing some smoke cannisters and retreating. One demonstrator joked, "We're off to a good start." Another announced the Biden presidency has the same problems as the previous administration.

Crowd of about 200 or so regrouped in front of Revolution Hall. The PPB loudspeaker warned people to keep the streets open. Now people are marching (in the street) down Stark.

The road was blocked off for construction work, so the crowd started heading toward the I-84 overpass on Grand Avenue. Now stopped in the road, but letting cars onto the freeway.

Witnessed the surreal scene of several people ducking under a Franz semi truck to quickly pull their masks and black clothes off. Most people have scattered and are doing the same using bushes etc. #justportlandthings

Lots of people were talking about heading to Irving Park where there was already a "Rally to Inaugurate Justice" planned by the Portland Democratic Socialists of America, so that's what you see now. There are also some people playing basketball.
More people arriving. Chants of "Black lives matter" and "The people, united, will never be defeated."
Speeches starting. Someone named Ray says it's a great day because it's the day we "Dump Trump" but that there is more work to be done.
Despite Portland Mayor Ted Wheeler's harsh words for “antifa anarchists," many are skeptical anything will change. Gabe Johnson with the Coalition to Save Portland says authorities have set a bad precedent for months. koin.com/news/protests/…
A small fraction of 1,000+ arrests at demonstrations are currently being prosecuted.
One protester described continued arrests as "BS." Police book you & you're out within hours.
"Then you get a no complaint on your court date. So it’s like, why are you arresting people?”
As of this morning, the mayor had not met with the DA to talk about his plan to crack down on crimes committed during the demonstrations. But I spoke with an attorney who called one part of the plan "unenforceable and unconstitutional."
We've tracked arrests and citations by local authorities since Portland's protests began. Charges have effectively been dropped in about 90% of cases. I spoke with Multnomah County District Attorney Mike Schmidt about why that is. koin.com/news/protests/…
Schmidt says his policy to presumptively decline to prosecute certain protest charges protects speech rights & saves resources for more serious crimes.
"Breaking windows of businesses, lighting things on fire, stealing ... that’s what we’re focusing on."
Schmidt maintains his office reviews each case & could bring charges later. When I asked if that's likely for the hundreds of dismissed/no complaint cases, he said no.
"The vast majority of those are going to fall within our policy parameters of no evidence of harm or damage."
A crowd of 200+ left Kenton Park around 9:30 and just arrived at the PPA building on North Lombard. One speaker told the group before the march: "Tonight we will be civilly disobedient. And there's nothing peaceful about the protest." koin.com/news/protests/…

Within moments of arriving, police issued a warning to the crowd. Now they're back and declaring an unlawful assembly. Warning of impact munitions or tear gas.
