TIPS TO #BestBarEver20_21 EXAMINEES by Justice @marvicleonen

Re: virtual talk on the 2021 Bar Exam and reforms in the law curriculum, hosted by Jovito R. Salonga, Center for Law and Development:

1. Study, do not just read.

2. Makinig sa lecture. Actively engage your mind.

3. Do mock exams. You have to be confident on how you formulate your answer.

- answers must be carefully constructed

4. Everything else will be in context.

Be whole. Sleep. Eat well.

Exercise and pray to your God.

5. Be your fittest. Sleep at least 8 hours.

6. Ask yourself, bakit mo gngawa ito? Look at your internal motivation.

Justice Leonen said that examinees will have to bring their own device and download the software to be used in the bar exam.

The software will disarm all the other applications in your computer.

Sharing other matters mentioned by Justice Leonen:

- examinees bring your own device
- in a local testing center, 3 proctors are assigned per classroom (physical proctoring)

- remote proctoring adopted (i.e. putting of surveillance cam per testing center)
- bar exam applications will also be filed digitally
- the plan is to conduct a digital localized bar exam
- invites school to be a testing site (invest in surveillance cam, adaptors,

aircon/open air, bandwidth (kilobytes..) for surveillance camera feeds
--problems that may be encountered: technical glitch in computer, lack of power, computer freezes (solution: put computer on and off)
- software used  in the bar will freeze all other apps in your computer

Computer saves every few seconds of the answer/screen (answers will be saved if your computer suddenly crashes)
- plans to give bond paper to examinee to draw preliminary answers
- - NO MCQ
- focus on canonical jurisprudential doctrines

- goal is to ensure whether examinees know the basics 
- no top 10 (rating would more likely be Fail or High Pass)
- ranking only for top 10 law schools with less than 50 examinees, 50-100, more than 100
- justice Marvic Leonen said, “we need more lawyers”

- Regarding the High pass or fail system, he is still trying to convince the other Justices
- Cheating- “subukan nila. Test our system. Test the resolve of the Justice.”
- No wifi—testing sites will prepare pocket wifis, et. “We are ready”

- Baguio and other cities might be a testing site
- bar Questions—FOCUS ON THE TEXT OF THE LAW. Right now, Students focus on annotations, jurisprudence but they forget the text of the law.

- BQs shall be based on CANONS, ratio decidendi—doctrines that have survived several generations (i.e.separation of power, judicial review, hierarchy of courts)

- re: Revised rules—focus on the TEXT dahil walang jurisprudence
Go back to the TEXT of the law. Find canonical doctrines.

- Law schools lang may top 10. Focus on everybody. For Students, High Pass lang or fail. Consider all your students as Bar bets. The Top 10 does not necessarily mean that they are the best lawyers. Perhaps, they are the best test takers.

We have to remember that the bar exams only ask for competence level. We are not looking for the most brilliant.

- Law schools are challenged to produce more passers.

- to the Law Deans: Do not baby your bar applicants. They are mature enough to know what they have to do.

Examinees, focus on canonical doctrines (i.e. judicial review, hierarchy of courts, separation of powers). Study the text of the law. High pass or fail system may be adopted. Top takers will not be ranked. There will be 24 examiners for the 2021 Bar exam. Do mock exams. Be WHOLE.

Sleep, eat, exercise and pray to your God. Ask yourself why are you doing this? Look at your internal motivation and find your passion!
