Look for influencers in your niche. By influencers I mean someone who has several thousand followers and who's regularly quote by others about it.
Follow them and start interacting with them. Add as much value as you can in their comments.

One of the most underrated features of Twitter is the Direct Messages. You should use them as much as you can.
Your content will be shown in priority to all the people you interacted with DM, so use them! Start a conversation there, make friends!

People should understand why they should follow you and what to expect if they do.
