One of the positive things that former Yugoslavia have done was a development of the domestic defense industry which among others included artillery, training and combat aircraft, munition and MBTs. Modern MBT was M-84.
The further improvements was designated as M-90 Vihor.

The chassis is similar to M-84/T-72, but is topped with a new chevron-shaped turret with rounded edges. It has a high p/w ratio of 27.27 hp/T; Propulsion is provided by a V46-TK1, a diesel V12 engine with 1200 hp. The main gun is is 125 mm developed from the Soviet 2A46.

The electronics are an improvement over the M-84, with a thermal imaging system, laser rangefinder, and a digital ballistics computer as standard equipment. A hunter-killer capability via the TC's periscope was claimed as well.

After the collapse of Yugoslavia in 90s, the M-90 development was finished end just few prototypes were assembled from the existing components.

How many of high ranking officers are involved is unknown at the moment (for the public). Large scale operation such as a current war is something that need meticulous planning and preparations that can last many months. Rehearsal in the form of large exercise is mandatory.
