Investigate Suzi Levine @USDOL pick for Asst Sec. Labor Education & Training who, as Commissioner of Washington Employment Security Department (ESD), in commission of her duties was negligent & inept and she abused her power as Commissioner
to subvert established policies & procedures to deny or delay unemployment claims during a State & National emergency. Her inability to properly manage ESD resulted in the loss of 600 million dollars to fraudulent activity at the beginning of our National crisis.
The fallout from this theft from our state caused Levine to initiate previously unestablished & contrary to established procedures. I will include my observations to attest to this. This is an article of a report from a previous employee @ ESD
Since the beginning of the COVID emergency there have been several news reports about the fraud, the delays & denial of benefits, & most recently, a data breach of over 1.5 million data sets each belonging to an ESD claimant.
Multiple questions come to mind regarding these events. Most importantly, however, is that all these actions & Levine’s response have caused & continue to cause hardships - sometimes extreme - for tens of thousands of Washingtonians.
I have written a brief explanation of my observation of ESD practices based wholly on my subjective experience. The points I make, coupled with other reports from employees & claimants
and additional information to be gathered about Levine’s management capabilities & decision making involving delaying & denying claims, a 600 million dollar theft, and a 1.5 million data set computer breach should warrant a thorough investigation.
I also believe the events are newsworthy. Even in its most rudimentary rendition, I believe the American people would like to know why this person is being offered a position in Biden’s cabinet.
I’m certain though that there is more to the story than just 2 major crimes committed under Levine’s watch. The 3rd major event was the influx of tens of thousands of new claimants & millions of dollars of CARES fund because of Covid.
Levine’s tenure @ ESD leaves me with many unanswered questions. Most recently my biggest question is: after the fraudulent theft of 600 million dollars, how do you not ensure your data is secure?
She is responsible for exposing over 1.5 million Washingtonians, approximately 1/7 of our population, to personal & financial risks. She delayed or denied claims compounding the struggle of tens of thousands during a national crises.
What follows is my explanation of my experience, observations & concerns.
She is inept. She manipulated ESD policy & delayed or denied payments when she had the ability to pay them leaving so many stranded. Who allows a 600 million dollar fraud and then doesn’t ensure that their data is secure. She wants to deflect blame.
1/7 of Washtonians are exposed by this breach. If all the records were ESD applicants then more than 1.5 million people applied for unemployment in 2020. If this is so it needs to be checked against WA UE rate based on #claims paid
@RepDerekKilmer Please oppose Suzi Levine’s pick as Assistant Labor Secretary of Education & Training. As you know under her watch as the head of WA ESD 600 million dollars was fraudulently stolen from the department. Next, 1.5 mil claimants had their data exposed to hackers.
The fraud plus the huge influx in claimants caused LeVine to run the ESD by harming the claimants. In the determination letter to claimants ESD says that while they are establishing your claim they “may” pay you. There is no guidance in how they make the determination.
This arbitrary & ambiguous statement is intended to protect the interest of the department. I remind you that Federal Law requires ESD to require employers to respond to separation correspondence within 10 days.
