Brian Kimball, Interim Director of Public Health is reflecting on the vaccination efforts in the Cleveland Metropolitan School District.

This week they will administer vaccines to K-12 employees.
Interim Director Kimball notes that,

They will have another senior pod set up for administration of doses.

Their goal this week is to administer a little less than 4,000 doses to K-12 eligible employees in addition to our senior population.
Tracy Martin- Thompson, Chief of Prevention, Intervention, and Opportunity for Youth and Young Adults is in attendance.
Chief Martin-Thompson states that,

A little over 6,000 people will receive vaccines. This week they are administer vaccines to seniors that are 65 and over. Last week it was only for those 70 and over.
Chief Martin-Thompson notes that,

Ohio State has rolled out their Regional Rapid Assistance Program which is a vaccination effort that involves establishing pods, mobile sites where they administer the vaccines.
Eric Gordon, CEO of Cleveland Metropolitan School District reflects on the CMSD and their vaccination efforts.
CEO Gordon notes that,

Curtis Hutchinson and Matt Rado are in attendance. He notes that Chief Martin-Thompson and Director Kimball have been very positive to work with.
CEO Gordon continues,

CMSD is based on 5 principles. This involves make obtaining vaccine as easy as possible. This is why they have 2 sites, 1 on east side and 1 on west side. CMSD is covering all costs related to vaccine & will then be billed to a Federal agency such as FEMA.
CEO Gordon continues,

Vaccinations are available to all from substitutes to contractors. They are flexibly scheduling vaccinations and providing time off to do so. Remote learning will continue while this is happening.
CEO Gordon continues,

CMSD has launched an education campaign to spread the safety and comfortability of vaccination. Tomorrow Tue, Feb 9, 2021 @ 9:00 AM, CEO Gordon will receive the vaccination live on TV at East Tech High.
CEO Gordon continues,

CMSD has attempted to incentivize the vaccination by offering one (1) paid day off to the employee that receives the vaccine. This is available to all employees.
Frank Olinn, Superintendent of Schools for the Catholic Diocese of Cleveland is present and talking.
Superintendent Olinn is appreciative to Cleveland, CMSD, and all of the partnerships formed to address the COVID-19 Pandemic.

CEO Moulthrop notes the way forward is through continued collaborations. Open Doors Academy (ODA) is grateful for the partnerships that have formed.

ODA is a non-profit that provides out of school programs and activities year-round.

CEO Moulthrop:

ODA opened 9 remote learning centers. Students from K to 8th grade can go and learn in-person, Monday to Friday, for over 400 kids. This includes breakfast and lunch. ODA did this as parents needed childcare options.
CEO Moulthrop continues,

They will continue these remote learning centers as long as necessary.

She thanks CMSD's CEO Eric Gordon as well various Cleveland Council Members. ODA is appreciative.
Ward 3's McCormack is present and asks,

Have we seen the impacts of the pandemic from an academic perspective and what are some steps we can take to fill the gaps?

"In 1 realm it is uncertain, in another it is exciting. ... For a plant to grow, a seed has to be destroyed. Something might look like it is being destroyed but it is growing. ..."
Superintendent Olinn responds to Member McCormack's questions,

"I think we are looking at things similarly. Some of the things the pandemic has made us to do is focus on individual needs. I'm talking about home check-ins and driving out to people's houses.
Superintendent Olinn continues,

That level of individualism is how we need to approach the recovery. It is a mistake to talk about catching up. ... We need to learn from this. We need to decide which changes have been beneficial and which have not. ...
Superintendent Olinn concludes,

Not every family needs the same support so we are working on identifying needs and delivering needs.
CEO Moulthrop answers,

While I do think there is a lot of innovation, I really believe the needs of the community will be significant in addressing the academic delay our children face. Students are behind in their reading & mathematics.
CEO Moulthrop continues,

There is a lot of lost ground that will need to be addressed.

It took students a few weeks to become comfortable in a classroom again. They were not adjusted to their peers in a learning space. We will need to really focus
CEO Moulthrop continues,

We cannot underestimate their social and mental wellbeing. This is a mental health crisis on our hands. We must remain vigilant.
Ward 8's Mike Polensek is present.
Ward 8 Polensek asks,

How many Cleveland residents have received the vaccine?

Kimball,

I do not have the numbers on me but be aware we provide to workers of Cleveland who do not live here.
Ward 8 Polensek,

I am aware but I would like a running number of the amount of vaccines to those living in or associated with Cleveland.
Ward 8 Polensek's second question is,

Why is there an age discrepancy in administering vaccines?

Interim Director Kimball responds,

Every week the age parameters changes. This week the ages that may receive the vaccine are 65 and above.
Ward 8 Polensek verifies if numbers related to informing the public are still active.

Interim Dir Kimball confirms that,

The 216-664-2300 number is Cleveland based.
The 211 number is county based.
Both are still active and encourage for citizens to use.
Ward 8 Polensek going forward we will receive a weekly update on vaccinations. Who keeps a running tally of the vaccines?

Chief Martin-Thompson each particular institution keeps tracking of the administration of vaccinations. We do not.
Ward 8 Polensek how do we guarantee to residents of Cleveland that they are receiving and will have access to vaccinations?

Chief Martin-Thompson, "Everything we are doing is about making sure we are out in the community."
Chief Martin-Thompson describes the various efforts which includes mobile PODs providing accessibility and working to get to individuals home bound.
Ward 8 Polensek notes nationally there is a gap in the distribution in the vaccine to moderate to low-income families. I want to make sure we are doing everything we can to close that gap and to service our residents.
Ward 8 Polensek asks, "Vaccinations are currently voluntarily based, is this correct?"

Chief Martin-Thompson, "yes that is correct."
Ward 8 Polensek," if a teacher refuses to take the vaccine will the classroom be open?"

CEO Gordon, "Yes, vaccine is optional. When hybrid is implemented, return to work is not optional."
Ward 15 Spencer is present and asks

"Is the overall dosage of vaccines increasing?"
Interim Director Kimball responds,

"There are no significant increases. ... We received 4,000 doses to administer to our K-12 and senior population."
Ward 14 Jasmin Santana is present and asks,

"How are the CMSD district test scores this past year?"
CMSD CEO Gordon responds,

"We are seeing 3 kinds of struggling engagement.

1) The regular student who forgets to log-on. This is most common.
2) Preschool to kindergarten students whose familes do not send their children to school.
CMSD CEO Gordon continues,

3) High school students who stopped attending to go to work.

We are offering and implement various programs to assist with the academic situation.
CMSD CEO Gordon continues,

As for test scores, we just completed our winter and do not have an answer yet.

Our fall test scores did not have a large fall off. They were more or less consistent with previous test scores. Winter test scores will be more of an indicator.
Ward 14 Santan,

Is there a way to identify struggling students and families?

CMSD CEO Gordon,

Communicating with families is our number one concern. It is a struggle. We robocall but many families have blocked this number. We send mailings.

Additionally, the district is paying for hotspots to any family that needs them.

When might schools reopen extracurricular activities for students?
Superintendent Olinn responds,

We've been doing out best to follow the science while having activities. Fall was pretty successful. Winter is underway. Each sport is trying to find the best balance. We've limited spectators. Indoor is much harder than outdoor.
ODA CEO Moulthrop answers,

At ODA, we followed the guidelines and wore masks and were able to keep the kids safe.
CMSD CEO Gordon's answer,

Feb 22 CMSD High School sports will commence. We will be reviewing how to do this safely this week. Spring is all outdoor. When we do move to hybrid, we plan to implement our All City Arts program.
CMSD CEO Gordon continues,

OHSA may relax the standards for coaches and athletes so we may extend stipends to provide for this.
Ward 7 Jones is present and states,

"I am very excited for this meeting. ... That for the first time since I've been in office, we've had a meeting to bring all to the table. Unfortunately, we moved in silos [in the past]. The fact is all our children of Clevleand."
Ward 7 Jones states,

"The fact is if we don't get this right then Cleveland will continue to be harmed by this in our reputation. Who wants to move to a city that can't get this right?

We need to have a committee just on education. We are missing the biggest part of our city."
Ward 7 Jones asks,

"What are you doing to address for your mental health? What do you have in store for teachers to help their mental health? Therapy? Mindfulness activities?"
CMSD CEO Gordon answers,

"The care of our teachers is one of our primary concerns. ... We filmed a video of classrooms so teachers can prepare themselves mentally to the changes like the plexiglass. That's why we are talking about intersessions for summer schools. "
Open Doors Academy CEO Moulthrop's closing remarks,

"We are here for the kids of Cleveland. If you have an education committee in the works, I am all here for it.

We are doing a ton of yoga and with the kids! We are celebrating all the pandemic puppies. Many have gotten dogs.
Open Doors Academy CEO Moulthrop continues,

"I am trying to be understanding and flexible through this time. Thank you all for allowing me to be a part of this community."
Catholic Diocese of Cleveland Superintendent Olinn's closing remarks,

"Thank you for letting me be here. I will echo Ward 7 Jones's commentary on not being in silos. ... I am eager to be involved going forward."
CMSD CEO Gordon's closing remarks,

"I really appreciate the collaborative spirit. ... We can always be better at lifting each other up. ... Our recent survey shows that nearly half will not return to CMSD when we go hybrid. We will need to make sure we are providing for them.
CMSD CEO Gordon's continues,

"The hybrid is a new struggle. ... Again, a huge thank you to the team. This has been an outstanding partnership. I am very confident in our ability to provide vaccines.

"When the Governor called and noted that we didn't use Giant Eagle or Walgreens, I was confident that our partnership with City of Cleveland will get it done."

The committee met with three Cleveland Metropolitan School District officials: Eric Gordon, CEO; Matt Rado, Executive Director; and Curtis Hutchison Director of non-public services.
The committee met with Dorothy Moulthrop, CEO of Open Doors Academy (ODA), a non-profit that assists in educating Cleveland's students, and Frank Olinn, Superintendent of Schools for the Catholic Diocese of Cleveland.
Cleveland's Interim Director Kimball and Chief Martin-Thompson revealed that a little over 6,000 people working in K-12 and of the Senior population will receive vaccines. This week they begin administering vaccines to seniors that are 65 and over.
There are multiple campaigns underway to address COVID-19 Pandemic. The collaborative spirit has forced various education agencies to abandon a silo practice and find ways to communicate and work together.
