Three elements to new system:
1). Hotel quarantine testing and enforcement. Any returning residents will have to quarantine in a hotel room. Book online and pay £1,750.

2). Anyone arriving in the UK will have to book two PCR tests on the second and eighth day of self isolation after arriving in UK.
3). Fines. £1,000 for anyone who doesn’t take a test. £2,000 for anyone who doesn’t take a second test.
