So now Sen. Ted Cruz is confessing that it was "second thoughts" after arriving and seeing the "firestorm" that brought him back to Texas, not a plan all along to drop off his daughters or an urgent desire to help.
Let me clarify that he said the second thoughts started when they left for Cancun and they grew once he arrived and saw the firestorm.

Wind can supply up to 1/4 of power in Texas, but the winter percentage is in the single digits. Wind turbines can be winterized. Utilities & the grid operator chose to avoid the expense even after 2011. Opportunists blaming renewable energy are literally tilting at windmills.
Texas utilities are purely market driven and largely deregulated. That means power companies do not generate excess electricity unless & until there is a matching demand. With a rapid drop in temps across the state, deep into South Texas, demand rose sharply & outpaced supply.

I don''t have hard numbers, which is why I used the word some. It appears to be almost all retail investors, depending on platform. Allowing large funds to sell off at a high price while smaller investors are completely locked out will only make the disparities worse.
