Chand meri zameen blaring on the speakers, puris and samosas frying in the back. Only the “public” is missing in this “public hearing”.
It’s finally starting here after the delay of an hour. More people here from the the government than the public.
Three “threats” identified in environmental impact 1) low water in the Ravi because of Indus water treaty 2) flood threat 3) contamination of water. Solution: build another city! 😂
There’s something about discussing Ravi’s water quality while sitting in 400 AQI *chefs kiss emoji*
This presentation surely is from a parallel universe where every negative impact can be “mitigated”. No details on how, just that it’ll be done.
We’re told that this new city will bring the Ravi back it it’s past glory... wait for it... 20 years ago! 🤣
Matlab ke aspirational standards hee thoray behtar kar lein sir
The first question in the Q&A absolutely ripping apart the presentation. Calling a spade a spade. This is a plan for building elite housing. Not for environmental uplift or development of locals. 🔥
Second questioner: “RUDA (Ravi Urban Development Authority) authority East India Company ka naya naam hay!” Fiery speech!
Organizers visibility sweating under the pressure “we will switch your microphone off”! People chanting and screaming at the government! Tempers flying!
One guy has captured the microphone. Screaming at the organizers to bring actual farmers and not implants! “ID card check karo kahan se hay”
Things have calmed down a bit but organizers have called armed police to intimidate farmers
Govt lawyer basically admitting that the environmental impact assessment report is made by unregistered consultants.
Govt lawyer “ye bohat munasib question hay” “jo cheez hay usko tasleem karna chahiye”
Col sb asking a question (but more of a comment): ring road is protecting Lahore against floods. We need something like this on the other side of Ravi also. 🥸🤔
HRCP rep: “what is the link between cleaning ravi and building elite housing?” Response: something about other “Asian” countries like Egypt 🙄
Kisan rep: we were told this hearing was on 21st and 22nd. Here you are holding this hearing on the 20th.

I'm starting this thread on why doing data-driven research in Pakistan is *so* hard. Here I'll document mostly my own experiences and observations. I'll try to provide comparisons when I can.
Today, I'll talk about local govt data

One pet peeve I have is that despite so many experiments with local govt in Pk, it is shocking to me that we have no systematic data on *basic* descriptives on what actually happened. Take the 2015 LG elections in KP as an example...
The province of 30million went from directly electing ~125 reps to the KP assembly to electing around 45,000 people across the province. That's a huge move towards democratization, but no one knows how many ppl ran for office, what the degree of competition was on various seats..

Selecting candidates for elections is a key job of party leaders. Yet we know little about this process, perhaps because party operations are often black boxed to researchers.

Working with a pol party in Nepal we study how cand selection can be improved for parties *and* voters!
Two unique features of our setup: 1. we observe the full set of feasible candidates that usual election data do not record as party elite preferences are typically unknown 2. we observe party and voter rankings over this set
