Tomorrow night Thursday 7pm we will be looking at the implementation of liveable streets starting with Wapping

My issues with Liveable Streets are in parts process related
How do you make change with the
1/
community?, how you use data? & specific issue for tomorrow how do you ensure that meet legal public sector equalities duty for those with protected characteristics esp. disabled, aged, pregnant
This is not an argument against LTN but about the process & how they work, start
2/
in Wapping first
To make clear my personal opinion I supported (as did majority of residents) a 24hr bus gate but which allowed EW1W residents + black taxis + disabled through as well as buses rather than the bus only gate at weekday rush hours which we 1st got
Tomorrow want
3/
to hear from local people about what they think about the process, about how we met our equalities duty, about impact on daily lives of the gate (pro & negative)
In order to inform future LTNs (reminder majority not yet started or early stages)

Cubitt Town Library update - may re-open 2 or 3 days a week
The Council has re-considered their proposals in the light of consultation responses, especially I suspect on equalities grounds
The Council now have two new proposals for Cubitt Town library + other library changes
1/ Image
Main option - open Cubitt Town library Monday & Wednesday 10am to 6pm only for a total of 16 hours a week - was previously open 6 days a week
2nd option - same as above but also open Saturday 9am to 5pm for a total of 24 hours a week
2/ Image
Idea Store Chrisp Street & Canary Wharf would still reduce Sunday opening to 4 hours on Sunday & have fewer evening staff to compensate for these changes.
The main option still delivers £1.6 million savings - will reduce staff elsewhere in the evening - still means lots of

Yesterday was 25th anniversary of the IRA bomb on South Quay, which killed & injured many people
This Wiki page detail all of the major terrorist incidents in London going back to 1867
The causes in which terrorists were willing to kill & maim Londoners

cover a wide range of causes, movements & motivations, even if many were linked to Irish causes in some way
It is great to live in a free society but there will always be people wishing to harm us
Tower Hamlets as it grows in population & importance may become a greater focus
2/
of attacks in the future
And there are things that could be done with relatively little intrusiveness or infringement of liberties to reduce the harm associated with some forms of attacks especially those related to the use of vehicles
But I get no sense that here in TH that

How many residents died in Tower Hamlets care homes last year & why?
I had to produce this graph as O&S report tonight does not I think fully explain what happened & misses some key data
COVID deaths based on COVID being stated on the death certificate
democracy.towerhamlets.gov.uk/documents/s180…
1/
But as you can see from the graph non-COVID deaths also peaked April
& much higher than 5 year average of deaths in care homes 1.5 in TH 2015-19
So more people dying then normal it appears in March to early May
But report for tonight O&S Health & Adults Scrutiny Sub-C'tee only
2/
looks at COVID deaths (where COVID stated on death certificate), reminder at this stage very few tests available to care homes
But report does raise a number of key Q
28th Feb 2020 TH CCG says well prepared
1st TH cases 9th March
1st COVID death in a TH care home 24th March

Last year 16 Tower Hamlets elected politicians broke lockdown restrictions together, a day after their Council reminded them of the rules
4 at least wore masks, 1 later apologised & some had a work related argument to attend event
But what happened?
democracy.towerhamlets.gov.uk/ieListDocument…
1/
In the two Standards Advisory Committees (last July & last Thursday) that the Mayor, Deputy Mayor & 14 Cllrs broke the rules to attend a party to celebrate the Milligan statue removal, crowding together, most not wearing masks on the evening that Health & Wellbeing Board was
2/
discussing the impact of COVID on the BME community
The complaint I made was not even mentioned as a case worth discussing
Screenshots of summary
Outcome, was the party attendees got a letter
But no publicity, outcome buried in the detail of an appendix

Last week at the Audit C’tee the Head of Internal Audit at TH Council said “it is my opinion that I can provide Limited
assurance that the authority has adequate systems of governance, risk management and internal control”
This follows major problems with our financial
1/
accounts, we have still not closed the 2018/19 & 2019/20 accounts due to a range of issues found with them
“as well as the breaches of law in relation to Pensions Administration”
But the most shocking (for me) was the new fact revealed that our circa £2.7 billion of assets
2/
are only recorded in an Excel spreadsheet & not a dedicated system (my jaw dropped when I saw that)
We appointed new auditors for the 2018/19 accounts & they found a range of problems which also affected 2019/20 as well
The Council has brought in a number of excellent senior
