The written response to parliamentary questions of MySejahtera tracing rate of 4% in the parliament made a headline. I am fearful of erosion of public trust.
I want to share some of my analysis to recover the image of e-tracing solution.
CMCO - of CLUSTERS, MITIGATION, CONTAINMENT and OBSERVATION
There's a loss of context when we treat cases numbers like a scoreboard. For numbers to be comparable, it must be standardized by rate, say per 10k population. Even this doesn't paint the whole picture.
- a thread ...
CLUSTERS - popular and have fancy name, carry different community transmission risk based on context. One that happens in a detention centre (is unfortunate still) carry less risk than one that happens within a community.
In Klang Valley we have 44 active clusters at d moment.
Mostly cluster-in-community it seems....sigh...
But clusters are limited to certain districts only.
I still filled with pride reading the last para of this historical statement. So refined in its delivery, and elegant in its subtle contents.
Theres a piece for everyone, no matter who you are and how u read it. I'm no linguists but this is my takeaway :
Budaya pemerintahan : membawa maksud keseluruhan tatacara gerakkerja politik dan pentadbiran sivil...
Keluhuran perlembagaan : perlembagaan above everything else, contrary to the attempt to suspend it thru Emergency
Kedaulatan undang-undang : just like how we always say Daulat Tuanku, and his titah applies to all....likewise, our undang-undang (like quarantine under Act 343) has its own kedaulatan...and it has to apply to all segment of society equally, without favor
