The Manchin surprise:

- Dems fear he'll back the GOP plan to pare back jobless benefits
- GOP working to line up support from all 50 members
- Dems working to get him to back WH-Dem deal
- Manchin concerned about $10,200 in tax-free jobless benefits
- Senate in a standstill
The vote over increasing the minimum wage is STILL open, even though it started at 11:03am. They have left it open to prevent further Senate votes until they sort out their internal problems. GOP, meanwhile, confident that all 50 of their members will back Portman plan
Portman wouldn’t talk to reporters a minute ago. Why? He had Manchin on the phone
Portman plan would extend $300 weekly jobless benefits though July 18. Current bill has $400 in weekly benefits through August. And Dem-WH deal has $300 weekly benefits through September with first $10,200 in benefits tax free

Manchin is getting a lot of interest from his fellow Democrats as they try to amend the bill with the new deal on jobless benefits. Manchin is NOT yet sold, per a senator. He’s weighing whether to support the amendment, which would require 51 votes in the 50-50 Senate
A number of Democrats huddled around Manchin on the floor. Sens. Jon Tester, Kyrsten Sinema, Catherine Cortez Masto all were huddled around him. Then Manchin walked over to talk with Sen. Rob Portman, who has an alternative jobless benefits to extend the benefit at $300 per week
The Dem plan would extend the jobless benefits through September and the first $10,200 of jobless benefits would be tax free. There is concern among Democrats that Manchin might not support the Dem compromise and back Portman’s plan instead.

In addition to forcing full reading of $1.9T relief bill, Sen. Ron Johnson told me he plans other stall tactics to drag out floor debate. He says he may force Senate clerks to read the language of every amendment that will be offered as well.

"I think that would be a good idea"
"We're talking about $1.9 trillion ..... And we want to do this in a matter of hours? I don't think that's right."

Johnson wouldn't say how many days he would attempt to drag out floor debate but said would go on for "however long that takes."
Johnson would need support of 13 senators in order for presiding officer to recognize there is a "sufficient second" so there could be a floor vote on that proposal to change the underlying bill.

"We can break this up into four shifts of 13 people."

Rep. Jim Jordan wouldn't say whether he thought Trump won his reelection bid when I asked him about the former President's lie that he actually won and Biden stole it from him.

"He said a lot of things," Jordan said when asked if he agrees the election was stolen from Trump.
"He said that you had a lot of states unconstitutionally changed their election law in the run up to elections -- and I focused on what I hope he does, which is to run again in 2024. I said that. I hope he does that. I think he would win," Jordan said
Asked again if he agreed with Trump that he won, Jordan said: "I think he's emphasizing this point that I've been talking about, that the Democrats knew - this is what so many Americans understand - the Democrats knew they couldn't win unless they changed the rules."

New - In pitch to Senate Democrats, Biden urges them to reject poison pill amendments that could sink the relief plan, per source, telling them that the vote he is asking them to take on bill isn't politically difficult bc of the bipartisan support outside the halls of Congress.
Biden also told them they all need to accept some provisions they might not like but also must demonstrate to the American people they are responding to the devastating public health and economic crises, per source.
Ahead of marathon voting session, where any amendment with 51 votes can alter plan, Biden said Democrats need to show voters they can accomplish this major achievement, while conceding they may have to accept some pieces of the plan they might not favor. cnn.com/2021/03/02/pol…
