Does getting sued for civil harassment and libel under California law count as "quality" "prior feedback?" This describes at least one of $TSLA's "non-employee participants."

To put the timeframe in perspective: $TSLA told the California DMV not to worry about anything beyond Level 2 on November 20, 2020. Ten days later, Elon Musk told a global audience that Level 5 was a certainty by the end of 2021.
